In view of the interest which attaches to the Proceedings of the National Labor Uongress Row im session im Philadelphia. we publish Very full dispatches from that pvint. At Mon- day afternoon's session the Committee on Ure- jentials embodied In teir report the names ot the delegates from Baltimore trades’ unions of colored men, deciaring their credentials to be correct. No objection appears to have been made to their rec. ption, and when the report of the committer was adopted they took their seats smong the other delegates. The associ- ations represented by these delegates are as follows :—Colored Eugineers’ Asseciatioa, Uol- ored Caulkers’ Trades’ Union Society, Colored Moulders’ Union Society, and Colored Paint- TS’ Society. Besides these, there were preseat five colored delegaies trom the United Labor- ers’ amd Hod Uarrwrs’ Association of Phil- adelphia, who were also admitted to the Uon- vention. The woman question was not so readily dis- Posed of. Miss Susan B. Anthony made her Sppearance on Monday as the disturbing e1e- ment, @nd the Congress, after hovering unde- cided for a time between gallantry and a desire not to be overwhelmed by the invincible cham- Pion of woman's rights, excladed the lady from participation im their deliberations. Miss An- thony, however, is ugt a woman to be re- pressed in such a summary manner as this, even by a Labor Congress, and she consequent- ly made @ speech, two or three of them in fact, in which, if she did not get the better ef her opponents, she at lesst maaaged to have the inst word. Miss Anthony presented herself St this Congress as the Tepresentative of the Working Women’s Association of New York, but the Committee on Credentials, after ure deliberation, rejected ber om thegronnd thst ber papers were not made out in proper form, and that the sssociation she proposed to repFesent Was not a labor organization. One of (he delegates in protesting aguinst Miss Antho- uy’s sdmissioa to the deliberations of the Con- tess, contended that the Worging Women’s Association of New York, which she professed to represent, was am organization of male and female sgitators for the advocacy of female suffrage, and that it was not ia reality a labor organization. The subiret was reconsidered yesterday aad Miss Antbony hed anotuer hearing, when, as Will be seen by our dispatches. there was quite a lively time. HOUSES ON THE EURUPEAN PLAN. The heavy and constan'ly increasing expense of housekeeping in most Americaa cities, is foreing attention to ths sabj-ct of reform in | tbat direct.on, and hence we hear of co-opera. P cutting down prices High rents are being | onstantly complained of, aud various reme- | dies are discussed, and som few adopied, the only ore wBich has so far amounted to any- thing being the erection of suburban cottages: but for active business men in cities the disad- vantages of a residence in the country even near | S city and ona line of railroad are manifold. Overburdened New York is casting about, therefore, for other measures of reiief, and there where the evils are greatest, we may expect to see the most effectual remedies applied. Itis now proposed to build a new house in [sth street, near Irving Place, im that city, to be Sores meet constructed on the European plan, with suites | (Wranesiay) BVB of apartments entirely independent of each other. Asthe rents are to vary from $900 to ‘$1,200 8 year, the dweilings will be handsome and expensively decorated. An equaily in- teresting experiment for persors of smaller means has already been made in Brooklyn. ‘The building bas a front of 130 feet on Duffield street, with two wings running sixty-five feet back of it atright angles. A court is enclosed cetween the wings sixty-five feet square, which is entered from the front by an iron. barred gate leading through 3 covered arch way- ‘The houses have handsome street doors. The first two floors of eazh house comprise one tenement of 7 rooms, with closets, kitchen and a bsth room complete, and rent for $600 a year. ‘The two upper floors of the houses rent for $23 & month each, and contain respectively foar rooms. The ground floors of the wings are divided ito apartment suites, each of four reoms, and open upon the court, which is Hoored with aspbaitum, and ornamented in the center with a bed of flowers. These apart- ments are rented for #25 month, and those ot the three upper stories, opening upou balco- ries, rent severally for $23, $21 and $15 a month- All these tenements are neat, well-finished, and imbabited by respectable perso tamily basa separate storeroom in ment fer coal or provisions, and a defined Pace upon the roof for drying clothes. There fe, Bowever, no washtups in the rooms. All facilities for washing are in the building atthe back of the court, which also includes | Private water closets for each family, and bath-rooms, which can be used when desired. The privilege of hot water, however, is given but twice @ week. A janitor regulates the whole establishment. He directs visitors to | the apartments sought, keeps the court and staircases in order, and restrains the children s<Tom becoming noisy and from injuring the premises. The buildings are of brick. The umber of apartment suites is forty-two. The cos! of the whole was $140,000. It is said that other establishments of the kind might be erected for far less money. The rent of the different apartment suites mow brings $11,700 & year, or about *\< per cent. on $140,000. —$— PRESBYTERIAN RBCNION.—The reports from rhe Old and New School Presbyteries leave no doubt that the plan of union which was in May sgteed upon by the General Assemblies of the two bodies will be ratified by an overwelming majority of the Presbyteries. The desire for uniou bas grown irresistibly among both clergy and people, and there is no doubt that by the first penton the Old and New School divi- sion Will belomg to the Ristory of the past, and the reunited American Presbyterian Ohurch ‘Will, (2 poimt of membership, rank as third among the Protestant bodies of the United States. The spirit which has consammated this upton is already at work in other Presby- terian bodies to extend the boundaries of the united Charch. The Southern Presbyterians, bowever, have net yet suMicient cemposare to take the subject of a reunion with the Northera Charch into favorable aad from Present indications it will b» some time before they allow the old animosities to die out, but time will doubtless bring this unionabeut as it bas others which at first looked equally un- Promising.
