The fourth annusi meeting of the National Superntendents’ Association was duly called to order at 3 o’clock yesterday in Trenton, N. J., by the President, J. W. Bulkley, of Brook- lyn. The andience numbered about one bun- drea and fifty, and inctaded nine reporters and @ score or more Of Indies. Prayer was offered im behalf of the convention by the Rev. Dr. The Secrei meeting of the associa. st 17th, 1963, and they were approved Gage een The Sec- etary then read the list of enrolled members of the association, and several other gentlemen came forward and set down their names. The President stated that all rintending offi- cere, whether of States, cities, counties or towns, were eligible to membership. The Sec- retary recited the names of a number of gente- men who had written from Utab, Maine, Flori- ga and other parts of the United States, excus- ing their abscence or promising to be present. Prof. Hart then read a paper written by the venerable and Rev. Charles Brooks, et Med- ford, Mass., for many ‘& prominent man im the educational circles of that State. This was am earnest argument in favor of the es- tablishment of a national system of education. Napoleon is about to do this for France, and the writer thougbt itthe duty of this republic tosecure to every child born in the United States a good education. The country was never better sitnated than now for the intro- duction of tree towm schools, free State col- Jeger, and free national universities, Dr. Ed- win Leigh, of St. Louis, Mo., read a memorial addressed to the segociation, with reference to the large number of children who receive but @ trifle of education even in the common schools. The President next read an address congratulating the members and specifying the varied objects for which they were aséembled. Dr. Rickoff, of Ohio, moved that a special com. mittee of the association be appointed to take ito consideration and report upon the matter of the President’s address pertaining to the national bureau of education. Dr. Reed, of Missouri, thought that no question could be more pertigent to this convention than the one: “Shall we have a national superintendent !” He discussed the question at some length, and earnestly advocated sustainimg the bureau in question, Several others maintained the same view. attack itin many ways. Anthony from a seat on the floor as a delegate, was not dictated by any feelings personal to herself, but solely by the want of au assurance that the society she professed to represent was a bona jule work- Ingwomen’s association. This resolution gave rise to some debate, ‘when it was amended so as to give Miss An- thony a seat upon the floor. The yeas and nays were called for. As the list of the delegates was in the hands of the printer, inaccessible till afteravon, the Congress adjourned till 2 o’clock. THe TENNESSEE ScHooL-FUND EMBEZZLE- MENT.—A writ o/ habeas corpas in the case of Geo. S. Rutter, tne Memphis bank president, Accused of embezzling £601,000 of the Tennessee school fund, was issued in New York yester- gay by Judge MeCunn. of the Saperior Uourt ‘The prisoner was taken before McCunu and & fortner heariag adjourned until Thursday. ‘The deiatls of the case are stated in the news- pers briefly rs follows:—in 13%, or early in 7, the State Treasurer, who resided in Nash- ville, deposited in the bank over which Mr. Ratter exercised supervision, the school fund, amounting to about $020,000, insiead ef depos- iting it at the capital. ‘Persons familiar wi the ‘facts represent that the moment tnis fund reached the vaults of the bank its officers employed it in buying up Tennessee securities, which, under the law, are a legal tender for indebtedness to the’ State, aud which were at a large discount, for the orpose of realizirg a large specula‘ion hen the State calied for the school fand the bank proposed to pay it in this depreciated paper, which the State refaced to receive, and ‘sa consequence the bank hed to succumb to the pressure, and failed. The movements of Mr. Rutter since be left Tennessee are noi known, nor is it certain that he was a willin perty to the musappro) jon of the scho! ford that created such a commotion in the State in 167, and for which Governor Brown- low was censured. Mr. Ratter represented to bis friewds in explanation of the cise that a committee of the Redical Legislatare and the Attorney General of the State nine months azo settied the case aa nd acquitted him of any criminal intent. A danger ot fu’ jr debate before the vote could be taken manifested itself, Mr. Cameron, of Illinois, acting in the interest of ‘Miss Anthi ly been in her name and claims to a seat upon the floor. ‘$3,000,000 were involved in the allegations | As she was entitled to a seat by virtue of a agnpst certaim parties, and Secretary Bout- | rghtot representation from a workingwoman’s well has sent aspecial Treasury Agent to in- vestigate the affair. He is vigorously at work, and bas thus far procured indictments against seven of the parties, involving nearly $600,000. Some of these cises are peculiar. In the case of the schooner Ann D., of only 140 tons bur. den, she purported to have cleared wich 1,965 barreis of whiskey and 1,000 boxes tobacco and an assor,ed cargo enough to have sunk a vessel three tune as large. She was destined for Tampico, Mexico. Tne certificate of the Arierican Consul of Tampico, upon which the bonds for whisky and tobacco were canceled, ts a forgery. Mr. Elmore was Collector of the Port, and F. W. Kellogg. now & member of Congress, was Collector of Inter. nal Revenue. This c1se is considered sure tor the Government, and amounts to over $200,000. Another case is that of 1,597 of cotton, and another involving a steamer with 16,000 barrels of whisky. FEARFUL Deate BY LiGHTRING.—A terri- ble calamity occurred in the town of Caldwel!, N.
