ENFORCING THE RULBS,—Acting Secretary Richardson yesterday issued a circular calling special attention to the second paragraph of the rules of the Department, issued June 1. 1569. An accurate daily account must be kept of the time each clerk and employee is absent from his or her work, exther by coming late or by leaving during or before the close of busi- ness hours. Tne New ORLEANS SUGAR FRavups.—Mr. Kinsella, Special Agent of the Treasury, has returned here from New Orleans, where he in- vestigated the recent sugar frauds. The per- son implicated in the said frauds set up asa defence that they imported the sugars in good faith, that they were weighed and appraised by officers of the Government, that they were voluntarily leftin the custody of the Govern- ment, and no attempt ever made to remove them; that iferror or fraud has been committed by the Government officers, these facts pre- clnde the hability of sugars or owners, and that, if other lots of sugars have been fraudve Jently put upon the market, that fact does not justify the seizure of sugars which have neve been taken trom bend.
