SEE OUTSIDE FOR INTERESTING TELB- ©RAPHIC AND OTHER MATTER. Tue Kiots Mowpar.—We are glad to see that the Republican and Chronicie joim us in ad- dressing some words of pointed admonition to ‘he turbulent colored mem concerned in the aisturbances on Monday. The Chromicie, how- ever, does mof agree with us that these disor- derly sets “will afford the most telling arga- ment against pegro suffrage that coaid be put im the hands of its epponents.” We did not express the opinion that the argument is a legitimate one; Dut that it will prove a very ready and serviceable one for the opponents of negro Suffrage there cau | no manner of ques- ton. Already the Democratic aud anti-uegto suffrage papers are making the most of it. The New York /irrald heads its dispatches «The Election im Washington—First Fruits of Negro Suffrsge.” and the Democratic papers proper have long editorials upon the same iaviting text, ‘The Chronicir, we fear, will greatly diminish the force of the lesson itinculcates by suggesting that the same argument may be made against white suffrage, because of the still grea‘er ex- cesses committed by election mobs “in New York and other Democratic localities.” Mob violence to intimidate voters, whether prac- tised by whites or blacks, does furnish argu ments to the enemies of popular suffrage and free govermment all over the world, and for (hat reason we must Rot undertake to offset the bed deeds of the blacks by those of the whites, or vice Versa; but each must be condemned un- reservedly and without qualification. The Kepubtican party has heretofore fought under the banner of “Iree Speech” and “Free Suff- rage; it cannot nowlower its stacdard to that of the « Blood Tubs," “Dead Rabbits,” «Plug Ugiies,” and “Swypers." The New York Tribune states the case very much to the point. Ut says: “The Washington negroes at one or two of the poliang places did their best to imi- tate the practices of the New York Democrats, and on the whole the imitation, though not pertect, was fir Te successfnl than ther friends could Wish; and the Tribune adds: “We beg the newly-enfranchised begprna however, to remember that the Hoar chum for themselves is ‘ise! seers they must accord to all Ts. jamvoreer a hundred of their class choose to vote agaiast the senuments of the Se, it may show bad t on their part, but is their ua- don! Tight to vote as they please and the majority injure their own case very much by Any interference. — we beg the negroes to remember that the proceedings in New York sre not good modes for their imitation.’’ It as proper while upon this subject to again refer to the fact thattherowdy elementamongst the negroes of Washington is nota very large proportion, as shown by the good order dis- played by them at all but two or three precincts of the thirty-five in the city. ‘The Chronicle judiciously urges upon the colored pecple the abandonment of the habit of caTTyicg weapons, to which some of them are suddicted, and bids them remember “that this practice of carrying weapons is one of the least creditable, and most dangerous of many bad ones which prevail int! lave States. and that, ive the imstitaton of very itself, it should be regarded as a relic of barbarism, unworthy ‘o be tolerated among a free and enlightened people.” Tae TSReaTexgD Revouction 1s ENa- Lawp.—The determination of the conservative Peers to resist the bill dis-establishing the imsh Church bas produced an excitement in England of a revolutionary character, and the abolishment of the obnoxious House of Peers is threatened. For years that body has abdicated all real power, con- tentipg itself with giving its assent to the legislation of the House of Commons. ‘The emancipation of the Catholics from polit- teal disabilities, tbe repeal of the corm iaws and the whole system of free-trade legislation connected with it, the admission of the Jews to a the abolition of the tax on pa- per, and the Reform bill of 1°67, bate been comspicuous instances of the helplessness of | the Lords, They were thoroughly hostile to each of these measures, but after a feeple show of resistance, they seconded the vote of the Commons. Should they really undertake re. sistance im this instance the difficulty will be got over by creating new peers to make a ma- jority for the bill, as was threatened whem the Lords indicated a disposition to reject the Re- form bill. ——__——____....
