Upon their return here next year all will be ordered to the Naval Academy again to undergo a competitive ex- amination tor that grade. Heretofore they baye been distributed among the vsrious squadrons immediately after graduating, aud each one retained his number in the graduating class, ~After their examination next year. each stand upen the list according to his merits, thus changing the graduating numbers So that those who head the list as having passed excellent examinations this year may be lower down when they come to be examined in pro- fessional qualifications, after going through the practice cruise. EXPERIENCE has shown that with the larze districts of territory Reretofore assigned to Su- Ppervisors of Internal Revenue in the Southern States the interests of the Government in that section could not be properly protected. As the law cresting them hmited the whole num- ber of disiricts to twenty-five, Commissioner Delano found it necessary, in order to remedy the evil, to rearrange the boundaries of some of them as originally formed, by increasing the area of districts in the Eastern States and reducing the size ot some in the South. Accordingly, the States of Massachusetts, Con- Becticut and Rhode Island, which formerly composed two districts, have been consolidated into one, Alabama has been separated from Georgia and Florida, and Mississippi has been taken from Louisiana and Arkansas, so that the terrri:ory which tormerly made two dis. tricts now forms three—Alabama and Missis- mppi forming the new one.
