We still bold to the opinion heretofore expressed by us that there is no ubt of the legality of the transagtion—we mean the publication of the (ax-list advertise- Tmev!.of & portion of it,on supplementary sheets, It would effect its legality seriously, however, if +: could be proven that thes pplementary sheets were not delivered to the supscribers. In the case of the Aldermen's committee in vestization ‘We hear that some of the sabscribers to the pa- Per testified that they did not get the supple- ment, but to offset this the carriers testified that | they delivered it, and the committee held that the testimony of the latter ought to rule as be- i™g positive and direct. In this, too, we believe the committee were right. Accident might pre- vent the supplement reaching the hands of the subscriber when delivered, and if tne carriers Prove that they delivered st with the main sheet at the usual piace of delivering the latter « would be sufficient. While technically legal, there is, however, something radically wrong in the publication of this advertisement in papers that the parties interested are not Ikely to see. This | heavy cost to the delinquent tax-payers is oc- easioned by the practice adopted at tne Col- lector’s office of late of describing the property to be sold with much minuteness,and also in using words instead of figures, whereby the bulk of the advertisement is greatly increased. ‘The practice is aefended on the ground that this smplification of description is needed in order to emsure a legal sale. Tne knowing ones about the City Hall, however, do not place implicit confidence in this theory. We imagine that if theadvertisement and the work ot making it up was given out by the job, it would be found that a legal description conid be made occupying considerably less space. (ur correspondent’s suggestion of a circular letter to the tax-payers would not serve in Pisce of @ legal advertisement of sale, but ‘would be a proper thing enough as a reminder to the delinquent tax-payer, who might not otherwise see it in the paper in which it is published.
