SER OUTSIDE FOR INTERESTING TELE- ©@RAPHIC AND OTHER MATTER. New Metuop oF Lavine ffvst.—1t will in- terest the people of this dust-distressed city to know tbat an invention has been made in England relating to the application of a com- pound of deliquescent salts to thé prevention of dust upon roadways. This season extensive experiments have been made in the parish of St. Marylebone to test the value of the inven- ton, And the results are very favorable. It is estimated that it costs $500, per annum to Water the streets of London, and notwitDstand- ing this enormous outlay, the dust cannot be laud ‘The demand for something more effectual has gtven rise to the invention referred to. Th composition used is from one-half pound t> one pound of mixed chlorides of calcium and sodium to one gallon of water. The salts are put im the cart, and the water 1s then taken in By the time the cart is full the salts are dis- solved. It would seem to be just the thiag for Pennsylvania avenue. as it is said to pro- duce s most important effect upon the surfaces of al! macadamized roads, hardening and con- creting the material in such a manner that when it is perfectly dry mo dust ari-es rom the passage of ordinary traffic, ‘The light dust always to be found upon a dry rendered more dursbie, while. the chlorides being anti-putrescent, a sanitary advantage is gained, at the same time that economy in the Use of water is secured. By the present sys- tem of detuging, three and four applications daily are scarce sufficient in warm dry weather to prevent the dust from blowing, whereas one application of this composition, at intervals of two or three days each, will, it is said, effecta- ally accomphsh this object at much less cost. In this city, however, the dust is blown from one street to another to such a degree that it might be necessary to water them ail with this com position to reap sll the benefits named Itbas been suggested that the dust in the large rooms ot warehouses ana similar build- Das Might, doubtless. be effectively controiled by adding a little of these salts w the water used. The shop-keepers along the streets where the composition bas been used give their teati- timony imits favor. They state that instead of Baving their shops filled with dust they can scarcely see a particte. The experiment can certainly be easily be made and we would suggest to the public spirited gentlemen who, at their own expense, cause the Avenue ‘o be watered during the targer part of the year, thatthey give it a trial ‘The chlorides used are cheap, and obtainabie im large quantities. The chloride of catcium bas Bot been in large demand heretofore but can be | Tae city of Cai. | manufactnred to any extent. catts, in India, 1s about to test the method ‘The dust is said to be intolerable there, and of a | most damaging character to clothing, ete., as the roads are made of brick, easily pulverized by the feet of horses and the wheels of vehicles ‘The income returns of the most of onr weil- | to-do citizens, published im arother column of to-¢8y"s paper, will attract attention, mot only as @ matter of general interest, bat as indicating im many instances how agreat show and much style can be kept upon a very H amount of money. This mast be the tr ‘x planation of the modest figures in some cases, or else we are forced to the conclusion that, making due allowance for investments im dividend-paying stocks where the tax is deducted. a large num- ber of our citizens heretotore considered shrewd and thrifty are vielating the plainest prin- ciples of domestic economy by living bevoud their means, or at least drawing on their re- serves to meet current exqenses. — Seriously, however, the figures published throw no light at all om the tacome actually received during the yesr ins good many in- stances, as the amount given shows only the net income, Which, im other words, is the sum received over and above the one thousand dol- ‘rs exemption by law. the amount paid for natioual, State, county and municipal taxes during the year, theamount paid for reat and necessary repairs of homestead, and income from dividends on bonds, stocks of banks, ratl- roads, insurance, and other incorporated com- panies, that pay a revenue tax om such divi- dends at the offices of the companies. These Geductions will of course materiaily reduce the figures of incomes of persons whose invest- ments are largely in such securities, ‘The Committees ef the City Council of Balt more wpon the Baltimore and Potomac Kail- cad yesterday reported an ordigance grantiag hrough the northwestern section of that city wpon the conditions that slong or across Forth avenue, Johm street, Wilson street, Penusylvania avenue, Winebester street, from Fremont street to Gil- mor steeet, the road shall be constructed through a tunnel. and also elsewhere along the proposed route within the ery limits, wherever the grades will allow of The Westera Maryland and Urion Roads are to be allowed the use of such route upon terms to be | preseribed by the Potomac Company, which axe bounded by certain conditions. The ordi- mance covers the privileges that have been asked for by the Company. ‘The New Yorkers do not take at all kindly to the proposition of the Cincinnati Commercial for the removal of the seat of Government to New York city. There is an ugly provision im the Constitution clothimg Congress with complete jurisdiction over the locality which is the seat of the Federal authori y. Congress would exclude all State autnority and banish all State jurisdiction from Manhattan Island, and the people then would be dwarfed in their Privileges, and reduced to the unenviable con- dition of the people of this District. To this the Mambattane-+ seriously object, and very seesibly. The ‘nternal revenue receipts to the present time are in excess of $110,000.00). ‘The remaining three months, till Jaly, will cover the greater portion of the income tax and the special taxes which fall due May 1, and Which will augament the receipts to $150,0:).000 and possibly to $160,000,000.
