THE GREAT “DEav-BEat.”—It is said by an exchange that George Altred Townsend still has lively hopes of a foreizn Consulate. We trust not, Forso long as George remains in this country, there ts the remote probability that bis fruitfal mind will some day recur to that hurdred uollars he borrowed of us when “ont of fands,” and bound for Utica, to write up Horatio Seymour's cabbage patch for the Cincinnat: Commercial. Roaming in other lands George would b# quite certain to forget permanently that little obligation. If Presi- dent Grant cares anything for our “pheelings,” we desire to irform him that the designation of George to a Consulate would rob us of one bundred dollars’ worth of distant and not very well defined hope. —Alvany Journal. JonN BuLL FINaLLy.—On the arriyal of Mr. Motley in England, the following scene may be supposed to occur: John Bul}, in a cordial giow, from the use of Cordials, advances and shakes Mr. Motley by the hand until his hand shakes, “Pray. @ccept this copy of Sitakespesre,"' says John; “we have, you know, a common language.” “Excuse me,” Mr. Motley re plies; ««we may have to shake a spear in quite a different way. As to & common language, your language Jately Bas been very uncommon; quite unin. telligible, indeed, to American minds.” “Do let me present you with this copy of Milton,” urges Jobn; «we both valve the Para. dise Lost.” “The Paradiee Lost,” answers Mr. Motley; ig not the Lost Cause, butexactly the reverse. When the latter is regained, its adherents will find +t in &@ very tropical region, indeed.” “Now, come,” pleads John, soothingly; “I am sure you will join mein a dinuer over tur. tle and white bait.” “I am not to be baited m that way,” Motley rejoi: when you acknowledge the Wrong and pay the damages of your war apon our commerce, then the voice of the turtle will be heard in the Iand.” Exit Jobn Bull, with ove hand on his fore. bead and the other on bis pocket-book, hav: just bad a glimmering perception that the “que langvage, one creed, one mission” diplomacy ‘wis no longer pay, but that -pounda, shillings and pence” will. MussRs. SPRAGUE AND ABBOTT.—The ad- jourement of the Senate last night lett things 1M &M interesting but not satisfactory condi- tom. Senator Sprague likened Senator Abbott to ® puppy, and the latter arose to inquire it Senator Sprague meant tt, but unfortunately ‘the Senator from Rhode Island was not in his ‘seat, and so the question remained unanswer- ed. The Senator from North Carolina, how- cover, declared that he would get satisfac. “ion.” This stimulated curiosity toknow how be would get it—whether by the duello, fisti- cuff, or “sassing back.” Would Spragne rec- ognize the “code” if imvited ? He is said to be & good shot, but as@ Northern may might rove that style of settling his difficulties. too, is 8 morsheru man, &@ native of New Hampshire, and probably might have the northern ideas in regard to “murder made easy” by the code. But yet when the blood is up people do not always act upon their mora! convictions, So there were rumors afloat this morning that the belligerents had cone out of town tor a hostile interview. Rumor even fixed thetume, at 4 p. m., that S@ator Sprague swal- lowed his hasty cup ot coffee for one, (without ¢ream,) and stepped into his carriage with his Pistol case, at the corner of 6th and E streets. But che morning Wore on without giving fur- ther strength to the report, and later in the day it was ascertained by watchtal guerdians of the law, anxious to avert bloodshed, that Mr. Sprague was engaged, in bis usual noucha- lant Sir Charles Coldstream manner, in read- ing the numerous commendatory letters brought him by every mail. And so far from baving sanguinary ideas in his head he was all Bpon hospitality intent, preparing to Rssist at 8 dinner party this evening. Tae E1¢nt-HOvRr Q vrstion.—The Attorney General, under date of April 21, 1569, in reply to @ letter from the Secretary of the Nayy, gives the following opinion Hon A. E. Borir. Secretary of the Navy —Sir: 1 have the honor to acknowledge the receipt of your letter of April 3, 1969, in which you ask my opinion upon the true meaning and eifect of the act of Congress, approved Jane 25, I=6s, which fixes the number of hours constituting & day’s work of workmen and mechanics in the employment of the United ‘States, taken in connection with the act of July 16, 1862, which provided, «That section eight of the act further to promote the efficiency of the navy, approved December 2j, 1861," beamended so as to Tead as follows: «That the hours of labor and the rate of wages of the employees in the navy-yards shall con as nearly as is consistent with the public interest with those of private establishments in the immediate vicimty of the respective yards, to be deter- mined by the commandants of the navy-vards, subject to the approval and revision of the Secretary of the In reply, 1 have to say that the whole sub- ject was fully cot in an opinion by my Predecessor in office, Mr. Evarts, to the Pres- ident, on the 25th of November, 1505, to which 1 leave to refer y: and from the conclu- sions of which I see no reason to differ. 1865, to be ined the act of July it, 1862. The provision that eight hours shall constitute a day’s labor has no tendency whatever to show whether the day's labor thus established shall be paid at a lower or higher rate than the day of ten hours’ labor, er at thesamerate. The rate of com- pensation is still left by law to be determined under the rule prescribed by the statate of July 16, 1562, so as to “conform as nearly as is consistent with the public interest, with these rivate establishments in the immediate vi- cinity of the respective vards, to be determined by the commap.dants of the navy yards. subject to the approval and revision oi the Secretary of the Navy.” If We private establishments in the neigh- borhood employed their hands for five hours a day, only, there would obvionsly be no just: in reducing the wages of those employ navy yards for eight hours to the amount paid by the day in private establishments; and the law intended no euch ‘esult On the other hand, I find nothing in the statute which re- quires you to pay the same price for eight hours’ iabor which private es‘ablishments pay for ten or twelve. unless the amount of service rendered or the quality of the work make the fewer hours in the navy yards equivalent in value to the longer time bired in private estan- lishments, or for some other reason make ii consistent with the public interest, Very respectfully. your obedient servant, E. RK. Hoar. Attorney General. In contormity with the above opinion, the Secretary of the Navy issues the following cir- cular letter to commandant: of nayy yards aud stations Navy DEPARTMENT, WASHINGTON, April 22, 1869.—Sim :—The act of Congress approved une 25tb, 1865, Constitutes eight hours 4% day’s work for all laborers, wor! ics employed on behalt of While thus establishing the leng Congress omitted to rej July 16, 162, requiring the wages of employees in the navy yards to conform as uearly as is consistent with the public interest with those of private establishments in the immediate vi- cimity of the yard. Until these laws are re- pealed the Department must abide by them. The Department has no authority to extend the hours of labor by making more than eight bours a day’s work; but it bas the right to em- loy mechanics, workmen. and laborers extra Pours, and to pay them pro rata for such extra labor. ‘Where, theretore, ngcessity exists for extra labor, you are at liberty to exercise your dis- cretion in the matter, so as to assist the work- ing classes, and at the same tme do justice to the Government. Very respectfully, ce am the A. E. Borrs, retary of the Navy. ConPIRMATIONS AND REIRCTIONS.—The Sen- ate in executive session yesterday afternoon confirmed the nominations of Stephen A. Very small sales have been effected in un- bleached shirtings and sheetings, and prices have given way to the extent of half a centa yard im most descriptions of goods. Un- bleached sheetuings from Georgia Mills are now regularly supplied to our market. and have be- come competitors with the fabrics from New England. Of course, when the Sorth sends sheetings here. imstead of sending here for them, it can hardly fail to tell on prices. The transactions in bleached shirtings and sheet. ings bi been on & very moderate scale, and prices have been pretty evenly maintained for the mere popular marks: but for other styles and fancy marks the demand is light and prices are weak. The decline in the previous ‘week's quotations is equal to about haif acent a yard, with the usual discount. The trans- acuons in prints have been on a larger scale than in other classes of domestic fabrics: and prices have, consequently, been more firmly maintamed. New styles’ always command fall prices and better attention; but when they are particularly attractive, from their nov: and beauty, as happens to be ihe case this y rang, they are. very naturally, more sought after. f ‘ge.
