SER OUTSIDE FOR INTERESTING TELB- ©RAPHIC AND OTHER MATTER Socerst important subjects were under cor- 8 by the City Councils last evening. ‘The pa! necessity for a House of Refuge seems to be rentized by the Boards, and in :he | Board of Aldermen, last night, debate seemed to indicate that the members were in favor of | the grant by Congress House of Correction for boys, which gives 120 ibe Corporations of Washington aud George- | town, and the Levy Coart of the County of | Washington make the necessary addi‘ional Sppropriations. The subject was postponed tor two weeks. Mr. Clark introduced two bills im relation to Public Schools; one providing tor ‘hree teachers of the German language, each to havea class of not less than fifteen pupils in each of four schools. and to be paid $1,200 per annum. the other fixing the time and manner im appointing the Board of Trastees ©f Public Schools, which will be found re. ported st length in the proceedings of the Board ct Aldermen. ‘Both bills were referred. A bill was also introduced in the Aldermen aud referred, which revives the sct creating ‘Sn additional steam fire engine company, to be located in the northern part of the city. This Action is proposed im consequence of the dis- banding of the Government Department. A similar bill was introduced in the lower board oy Mr. Sardo and pa:sed; and a bill troduced im that board by Mr. Hine for sa additional steam fire engine company = South Washington was referred. A bill increasing that portion of the salaries of ‘he members of the police force paid by the Corporation, by the sum of $10 per month, ‘was also passed by the lower Board. The present pay is $0) per month; 860 of which is paid by the Gevernment and $3) by the Corpo- ration. The increased compensation, should the Dill be passed by the Hoard of Aldermen, will make an aggregate of £10) per month, the amount paid for similar service: in New York and one or two other large cities. An important bill, introduced by L B.S. Miller, transferring the rights of the Corporation 1a the Washington | Canal to the Chesapeake and (nio Canal Gom- pany, will be found in our local columns. In the lower Hoard, after a long debate, a bill was | passed. by @ vore of 14 yeas to 5 nays, creating | office of Superintendent of Public Schovls, salary of $2,500 per annum, to be appointed &s are other officers of the Corporation. It is yrovided that the Superintendent shall be President ex-officio of the Bord of School ‘Trustees, and shall at all times have a vote. He will be directly responsible to the Mayor, and will receive instructions trom him. His duties will be to visit every school in charge of the trustees once in esch month, at least, and to direct all matters relating to the government and course of instructions, books, stadies, dis- | cipiime. and conduct aud condition of toe schools and bmildings generaliy.and to advise And consult with the trustees in regard to these matters, and tw make a monthly report of his Cuties, adding sv ch com nents as he may deem | advisable The bill will prob-bly come up in \ae upper Board next Monday night. ee pene ‘The strike of the street car drivers and con- Guctors in New York still continues, and will Probably continue umtil their jast demands— that fifteen and not eighteen hours shall cou- stitute & days work—are conceded. In this contest our sympathies are enurely with the Workmen, as they always are in a straggle between Inbor and cspital, and we hope they may ultimately get = good deal betier terms than they are now contending for. Or the other Band, should the necessities of any person compel him to seek employment on such terms as the objectionable company pro- poses, or should avy of it old force «> proper to comtinue im its service, we trust there will be no imterference on the part of the strikers. At present the whole community is with that badly used body: bat :f they uacdertks to int dere with the rights of a single individual, and ‘Sesume to dict_te what he may or miy not do, relative positions will be reversed They will then give up the right anc consequently the strong for the wrong and the weak side, and they must in the end = ef the unwise chapge Let them no: throw away their opportunity The Cincinnati Comm-rit!. a journal whose mussion in life has been to tear down and de- stroy, rather than to create and build up, is out in a long. but for that paper a remarkanly | Weak, editorial articie frvoring the removal ©: the national capit om Washington to ew York.
