EVENING STAR. Largest Circulation in the Distriet CROSBY S. NOYES... WASHINGTON OITY: FEBRUARY 15, 1569. S7 READING MATTER ON EVERY PAGE. SEE OUTSIDE FOR INTERESTING TELE. GRAPHIC AND OTHER MATTER Te Advertisers.—Our advertising patrons Te requested to send im their favors before 12 o'clock m, as advertisements received later cannot be msured an isertion in t Tee Stam of the same day, on account of | the pressure of news matter after that hour | With every disposition to accommodate, we | find ourselves obliged to Iay down this rale | Snd adhere to it, On the 7th of November, 1567, the following | appeared in this column im regard to the U.S. ‘Ten-Forties: “The cable informs us that hereafter U.S. ten forty bonds will be quoted om the London Stock Exchange, and we learn, that siready, purchases of this class of sevurities have been made for shipment. Tne interest on these bonds is only ive per cent., but it is payable in | ceim and even the “repudiators” concede that ‘he bonds must be redeemed in coin at matur- ny. The law itself provides tor this in expreas terms. It is not long since these bonds were selling m New York at about ninety ceuts but, of late, especially since it was claimed that our five-twenties should be paid off in curren- cy—they have steadily advanced um they are firmly held at a small premium. We Predict for them a still turther advance, and see Bo good reason why they should not before long be worth as much im the market as tha 5 | Per cents., which mature in 1°74, now selling at about one hundred and ten. At present rate we think these bonds are quite as profitable to hold 8 any others. Thus a person bays =100,000 of IS8I's, 6 per cents., at a cost of say $112,500, of course Be Teceives an interest of $6,000 per annum, which is but 54; per cent. on what Bis bonds have cost him, and when the bonds mature he actually loses ‘his entire pre- mium of $12,500, which is equal to to of the face of the bonds, and reduces the in- | terest for the whole time to lees than por ccs upon the amount of the investment. If these figures are reliable, and {t is quite easy to veri- fy them, the time would seem to have come tor a further issue of these securities, or others of like character by which a large annual sav- ing to the Government would be effected.” We refer to this matter with some satisfac. tiom, because our prediction has been fulfilled to the letter, and those who pinned their faith on our judgment bave had no occasion to re- pent doing so. When we wrote in November, I-67, the cable telegrams of the day stated that “tem-for ies Would be quoted on the London Stock Exchange,” and New York telegrams of the same day announced that upon this fact some purchases had been made for shipment- At the same time the ten-forties, then ander Par, advanced to a fraction above par. We | advised their purchase and predic'ea for them a further advance, and that they would before tong be worth as much as the 5 per cents of | I-74, then sellmg at about one bundred and tem. Yesterday the ten-forties were svlling at 10%. Our readers know pretty well by this time that the Star is always right. and they | am refer to facts like these as reasons for the | “taith that is in them.” j The railroad meeting to-day was largely at- tended, and by our solid men. We trast some results may come from it. Next to an air-line | road to New York the proposed extension of | the Leudon and Hampshire road to the coal | fields of Hampshire county, promises more | positive benefits to Washington than any other of the railread projects agitated. We thus se- cure both cheap fuel and cheap provisions, the want of which are the great drawbacks to Prosperity. Mayor Bowen stated to- tbe important and encouraging fact | the recent assessment shows the prop. | xslue in Washington to have reached | large sum of cighty-seren millions. Here is the pasis for substantial support to | projected railroads. The city of Washirgton ts Bow far better prepared in population and means to undertake building her own railroads than Balumore was when she with so mach courage and energy entered upon a similar work. Now let Mayor Bowen and our City Councils set the bail im motion for Washington ‘The people will back them up in pledging th - ty for almost apy amoant for the construc- Bof the railroads we need for our develop- ment | our it fs a curious and siguificant tact that while | Mr. Cushing was securing on behalf of the | 1 nited States from tte Velombian Goveramen: the rigbt of making a canal across the Isthmus ct Panama, Senor Ayon, of Nicaragua, was | arranging with Napoleon L1I, the conditions of 3 French canal through that State, by way of the San Juan River and its great lake—a pro- jeet which the Emperor bas long advocated | and set Bis bearton. In the inauguration and prosecution of these works there will be a far opportunity for comparing and contrasting American and French enterprise ‘The New York papers represent that many Temovals afe about to be made in the Custom House of that port, notwithstanding the fact that only two weeks remain until the new Ad- Tainistration comes into power. This looks as though Collector Smythe was going to make good the threats heretofore hinted that unless he was confirmed as Minister to Russia he Would make s clean eweep of the employees in tbe Custom House who were appointed to their places on the recommendation of Republican Senators and Representatives. A reasom ofged by an Uhio paper in favor of making Hon. S. Galloway, of that State, Secre- sary of the Treasury is, that “ene of his extra. ordinary grimaces would scare into the middle of next week all the cormorants who attempt to steal from it.” Tis is pretty good: but if he could send them into the middie of last week it Would be stull better. a ‘The Inteltigencer has some sensible words | Bpon the inconventences of the present situa- | tion of the State Department. The Intellizencer suggests that the State Department be brought back to the city, and placed im the north wing of the Treasury Building until asuitabie build- img can be erected for its use, sail acre ‘The N.Y. Herald says: The recent strange cases othyérophobia in this vicunity have been in ves- ‘gated by prominent physicians, and they have come to the conclusion that the bite of the dog enraged is ‘8s & poisonous as that of one ‘that is rabid, and dogs are jast as likely to ge mad in the Winter months as during the heated term. | rewrweasiecsbetrcr bale: From Blanchard & Moban we have Harper's Weeily tor February 7b. oe eases Rerowtep Carture oy Parstpert or Famaevay.—itis Tepe Lopez, ot and bloody war. om the inteltigence.” S7 The ice-houses at Gardiner, Me.. were all ee weeks ago.
