The Society has thus made a good start for another useful year. We trust that the Mayor and City Councils will act in conjunction with the Society, as through their systematic operations they are enxbled to reach a'l classes ot the needy poor, and pre- ‘vent im posters from receiving the charities of the city. The pill introduced by Mr. L. B.S. Miller, of the Cemmon Council, and which passed that boara, seems the best calculated to do good of any proposed last night. That bill proposes *hat the money appropriated be spent by the Mayor and Provident Aid Society act- img in conjunction. This willeasure the aid | reaching the right parties, and will at che sama time relieve *be City Hall authorities from the Pressure of a crowd of clamorous applicants— generally of the least deserving character— during the busiest office hours. The sys- | wmatic arrangements of the Provident Aid Society, by which the merits of every appli- cation is reported upon by a precinct commit- tee before aid is granted, affords the best as- surance for the proper expenditure of the money that has yet been put in practice. The fact that venders of quack medicines and dealers bave taken to forging the names of Senators and Members of Congress, and use their pames to ¢windle the Post Office Depart- Ment out of thousands of dollars calls for the "e action of Congress. There is bat ope way to remedy this growing evil, and that is to repeal the law and sppropriate a liceral altowance to Senators and Members of Con- gress for postage.
