A centieman, tue head of a Wall street banking bu u:e, eutered the car to ride up town. ‘The car had gone but a snort distance when bis wife also entered the car, and tawing a seat at his side, informed him that she proposed to go wherever he went. To this he ted, anda war of words followed. When the cat renched Bleecker street the husband made a desh for the platform, but the wife, who evi. dently was prepared for the emergency. seized him by the skirts of iis coat. In the struggle ‘which followed both got into the street, where the husband struck the woman im the face. On Saturday the President of the United States addressed a letter to General Ewing “clearly illustrating,” the President says, «the absolute necessity for immediate reform in the financial tions of the Government.” After Teviewing our former wars, and the debts in- curred, he comes down to the recer:t civil war, and, after giving the figures already familiar to the public, sums up by saying: «It will be seen, from this brief review, that from 1791 to 1881 our public debt was at motime more than one hundred and twenty-seven mil- lions of dollars, while subsequentiy four years of civil war expanded it to twenty-eight bun- dred millions. It will also be perceived that while, prior to iS6i, the largest annaal dis- bursement was fot quite seventy-four millions for the year 185s, the expenditures during the last three years of pence have successively been five hundred and twenty millions, three hun- dred and forty-six millions, and three hundred and ninety-three millions—three hundred and seventy-two millions being the amount which it is estimated will be necessary for the year ending the thirtieth of June next.” * * * ‘The startling facts, thus concisely stated Suggest an inquiry as to the cause ot this im- Menge increase in the expenditures «nd indebt- edness of thecountry. During the civil war, the maintenance of the Federal Government Was the one great purpose that animated our People, and thateconomy which shouldalways characterize our financial operations was ov Jooked in the great effort off the nation to pre- serve its existence. Many abuses, which had their origin im the war, continued to exist long after ithad been brought toa triumphant con- ciusion, and the people, having become accas- tomed to @ lavish exrenditure of the public money for an object so dear to them as the prerervation of the integrity of their free inst:- tutions, have patiently tolerated taxation of the most oppressive character. Large sums of money continue to be extorted from them, and Squaucered in useless and extravagant appro- Ppriations. Enormous expenditures are de- manded for purposes the accomplishment of which requires a large standing army, perver- sien of the Constitution, and subjugation ot States to negro domination. With a military establishment costing in time of peace not less than one hundred millions an- nually, and a debt the interest upon which draws from the treasury each year nearly one hundred and fifty millions—making a total of two hundred and fitty millions ot dollars for Ubese two items of expenditure alone—retrench- Ment has become an absolute necessity, or bankruptcy must soon overtake us and in- yolve the Country in its paralyzing and disas- trous results. If, however, a wise economy b> adopted, the taxes may soon be materially re- duced, not merely for the benefit of a tew, but im the interest of all.
