Dispatches have been received from General Rousseau im relation to the disturb- ances which occurred yesterday, but they have bot been promulgated. A singular allegation is made in regard to the first United States infantry, stationed there to preserve the peace. The men composing the regiment | Were nearly all recruited in New Orleans, and a letter irom & promiment officer on duty there, to a member of General Grant’s staff says that three-fourths of the enlisted men have served in the Confederate army, and that un- less other troops are at once sent to relieve them no protection will be afforded to loyal men m ease a riot should occur. These troops, the letter says, will take advantage of the umform they wear, and shoot down loyal, peaceable negroes under pretence that the latter are in- citing riot, while every protection will be shown the rebel element, who are real aggressors. in view of this condition of atfairs, there is gvod authority tor believing that this regiment ‘Willat once be ordered to the frontier, and another one, not reeruited South, sent to take its place. Secretary Schofield had the New Orleans troubles under consideration to-day, and there is reason to believe that he brought the matter before the Cabinet at the meeting this af- ternoon.
