THE ENGLISH PRESS ON MR. BUR- LINGAME'’S MISSION. Many of the English papers received by late steamers, heve articles on Mr. Burlingame’s mission, which they do not scem to view very favorably. They can see no reason whatever, except the hope of producing a false impre=- sion of menace, why a Chinese government, Any more than a Japanese government, should have selected an American as ambassador. and &s little why the covernment of Weshington should be reprerented to the world as assum- ing a sort of diplomatic protctorate in China. It hss no special interests there, they argue, Rot shared by all other treaty powers, no influ. ence there greater than their own or the French, and no right watever to dictate to Europe what course she shall or shall not pursue in China. They protest most decidedly against Su assumption which, if it were real, they say, it would be necessary to resist, but which they claim fs not real, but merely an attempt to; create a false impression that demands put forward by a decaying Asiatic state are supported by one of the most power. ful pations in the world. Mr. Burlingame is simply a Chinese envoy, entitled to be heard as ambesscdcr from the power with which they have very complicrted, very profitable, and, it may be, very unjust relations; but he is Rot im any way the representative ef the Union, not entitled to any deference which he dors not obtain from the justice of his cause or consid- eration for hisreal clients. The poimt which Lord Stanley and the nation have to decide, is not whether any course of action they may adopt in Pekin will affect their relations with ‘Washington, which cares no more about China than about New Guinea; but whether the claims of a third of the human race advanced throvgh Mr. Burlingame are just or unjust, expedient for Europe to concede or inexpe- chent. The claims are to be considered, not the nationality of the claimants’ mouthpiece, and So considered, they must, unless fuller expla- nation siters their character, be rejected. The London Spectater, of July 18th, thinks the selection by the oldest of human govern- ments of an envoy from the youngest to act as | nts first ambassedor to the ervilized nations of the world is in itself a picturesque event, and may attract some attention, but that there is 3 “dodge” im this whole affair. The Chinese government, im its relations with the Euro- pean Powers, has one grand wish, and one €rand grievance. Its wish 1s to have as little to do with them as possible; its grievance, the treaty privileges claimed by all manner ot foreign residents. The wish is natural to an exclusive people, and the grievance is very real. The British, the French, and the Ameri- cans push their privileges to the utmost; they smuggle when they can and evade payment when they can’t; they never pay transit duties if they can avoid them; they utterly ignore and coutemn Chinese official rank; they ae prone to use force whenever force seems effective, and they generally make themselves at once disagre able and dreaded. Hitherto the Chinese bave attempied at once to resist this treatment and to maintain their own antiquated polity by the display of force, buy the attempt has iailed. They have therefore cast about fora new plan, and have fouud in Mr. Burlingame, American Minister to Pekin, either a very estute adviser—which is proba- bly the case—or & very sagacious instrament. ‘The Spectator predicts another failure, and says the general abolition of the old tresties cannot | © be conceded w thout some proof that the Goy- ¢rnment of Pekin intends to ob-erve a uew one. There is, of course, one alternative: they (the British) can reure trom Chima: ‘but there is no other, and retiring would simply leave the em- pire at the mercy of the first daring adventurer who had the wit to cee that the trade of the ports would support a Sepoy army. The most striking exemplification of this fact is brought to our notice by a recent visit in the neighborhood of the Government Print- ing Office. Persons familiar with this region ‘will recollect the large square of ground lying between the Printing Office and St. Aloysius Chaureb, which, a year ago, was occupied asa cern field by the reverend fathers of St. Aloy- sius, and which did not give much promise of great or extended imprevements. In this square there are now finished and in course of erection fiity three-story brick dwellings, aggregating in cost $250,000; all new style houses, aud ranging in price and finish to suit different grades of purchasers. The square has been sewered throughout, gas and water laid through it, and such a uniform system of improvement been imaugurated as will make it model and a pleasing sight to those who are tired and dissatistied with the straggling way in which most of the city 1s built up. On I street are twelve three-story brick buildings, with back buildings, press brick fronts, marble stoops and trimmings, Philadelphia style, con- tsiming from ten to fourteen rooms each, sup- plied with gas, water and heaters, marble mantels, &c.,and every convenience that can be found in houses of this class in any of the Northern cities; houses suited toa family of moderate means, and who want to live well. Many of the houses of this row have been sold on long time and easy terms to gentlemen de- sirous of securing & comfortable home and tured of paying heavy rents for poor houses. On H street, a beautiful row of thirteen houses, with cirenlar store heads and caps and press brick fronts, are being erected, These contain tem rooms.and are models of comfort and neatness. Allof this row except two have been sold to gentlemen who intend to reside therein. On the inner street (called Defrecs street, in honor of the estimable Super- intendent of Public Printing, Hon. Jg?- Defrees) are in course of erection twenty- story brick dwellings, with white trimmings and cellars, and with gas and water through them. This class of house 1s something new in Wrshington, comprising all the comforts and conveniences in & house of neat exterior, and within the means of almost every one, — of these Lave been engaged by clerks in Departments, who, tor the sum of 83,000, secure good home, and on such easy terms that itis as easy to purchase as to rent. This kindof house is greatly needed here, and we hope this block will be the beginning of many. In addition to this, two trst-class brick Gwellings are yeing erected at the corner of First and Defrees streets. These overlook the beau- tiful grounds 2d yoining the residencs of Gen ral Robert Williams, which has lately been remodelled and beautified. The most gratutying feature of this whole im- Provement to us iz the fact that it is all the work of a Washington firm. Much has been said and prophesied concerning the infusion ot Northern capital and enterprise iu our midst. Whilst we do not disparage s bur bid it Godspeed, it is peculiarly gratefiil to us } that one of our own people should ba and carried outso suce-<sfully the vate improvement ever attempted here, and which is, we doubt mot, rarely excelled in any city of the Union; a class et improvement which will do more to develop the city make citizens than any other which could be atiempted.
