The reply by the President to Gen'l Grant's Closing letter of the correspondence hervtofore submitted to the public, was sent to the Hons yesterday. and appeared in this paper last eve- ming. Mr. Johnson reiterates his understand- ing of the agreement and conversations he had with General Grant in relation to the War Office, and appends letters from Secretaries Welle, McCulloch, Randall, Browning and Seward, reciting their recollection of the con- versation which took place at the Cabiget meet- ing om the i/th of January. Mr. Johnson then argues that General Grant intended to circum. vent him from the moment he took charge of the War Department, and that he accepted the Office “not in the interest of the President, but im the interest of Mr. Stanton.” The President proceeds to accuse General Grant of insubor- dination im obeying the orders of the Secretary ot War. Ut the letters of the Secretaries, those of Messrs. Welles. McCulloch and Randall sus. tain the President's statements, Messrs. Browning and Seward are more qualified in their versions. Mr. Browning states that G eral Grant did say in the course of the conver- sstion ~that he had come tothe conclusion that, if the Senate should refuse to concur in the svepension, Mr. Stanton would thereby be re- instated, and that he (Grant) could not con- tinue thereafter to act as Secretary of War ad interim without subjecting himself to fine and imprisonment, and that he came over on Sat- urday to inform the President of this chapge in his views, and did so inform him.
