The greater portion ot the hay, straw, and rough provender sold, is necessa- rily entrusted to the management of illiterate persous.who, though they can readily make in the head a@ correct calculation of the fractions of one hundred pounds, and also the fractions of a dollar, are quite at @ loss and unable to do so with the complicated fractions of the long ton of 2,240 pounds, and long hundred of 112 pounds. This 1s a grave and serious objecti to the Iste law; it places the seller at the mercy of a designing and antair dealer or con- sumer of hay, and proves in practice a constant source of annoyance and trouble. ‘We do not perceive why the change backward to the nearly obsolete ton of 2,240 pounds would differ in ;Finciple in this enlightened age, from a return to the old Maryland currency of pounds, sbillmgs and pence. There is cer- tainly about as much necessity or expediency for the one as the other. The purchaser pays nomore fir Ris hay, when the ton 1s 2,000 pounds, than when rated at 2,240 pounds; the price is graduated accordingiv, as every {ntel- ligent person knows. We are not aware that hay is new sold anywnere by the ton of 2,240 pourds. It certainly is not in the State of aryland, nor, as we are advised, in the Georgetown markets or rate limuts. For the foregeing reasons, and others equal- ly urgent that could be assigned, we earnestly asippral to the Corporate authorities of Wash- ington city ‘o restore the law which required the ton of bay, straw and other provender to be 2,000 pounds in weight.” Mr. Elvens also mtroduced ‘a bill enacting: “That the third section of the act, entitled ‘An act to regulate the weight and sale of hay, approved July 19, 1667,’ be and the same is hereby amended to read as tollows: That trom and after the passage of this act, ‘all bay, s'raw, fodder, or oats tn the straw, which may be sold by weight, shall be sold by the nett hundred, and every twenty hundred weight shal] be computed @ ton weight.’ ” Mr, Given said that he hoped the committee to whom the matter was referred would give this matter serious consideration. For him- self, he was opposed to any change in the pre- sent law. Mr. Elvens spoke of the character of the fentlemen sending in this petition, and hoped their prayer would be ited. in order that the weight fixed in this city may accord with that which prevails in other localities round about us. Mr. Richards took the same view in favor of uniformity of custom, and was therefore in favor of the bill. Both of the papers were referred to the Uom- mittee on Markets.
