The bul prepared by tne committee of the Republican Association of this city, and passed by the House yesterday, provides that sll the officers whose appointments are now authorized by the charter or by any law of tbe United States, o: act or ordinance of the city, or which may hereafter be authorized thereby, sball be selected by ballot on the first Monday in August in each year, in joint cen- vention of the Mayor, Board of Aldermen, and Board ot Common Council. The inciting cause to this measure seems to have been the crea. tion by the ast Councils, just prior to the ad- journment, of the new office of inspector of sewers. &c.,, and the appointment to fill it of one obnoxious to the political majority at the Jast election, by having been an epposition candidate for the office of surveyor. The Board of Aldermen have thus far not con- curred with the lower Board ina measure abol- ishing this office; hence the inception of this bill, which mskes a clean sweep of all the offices in the appointmént of the Mayor. It is hela by some that the divided responsi- biiity caused by this bill will work badly, and result in much confusion, 1t bas been said that this is the first instance in which city officers have been elected by joint conven. tion of the two branches of the Councils, but | we learn that in the neighboring city of Bal- timore eueb practice has prevailed.
