Com.) “ Washington, D.C., June 21, 1867. § « Hon. — « Dear Str: In view of the recent decision of the Attorney General of the United States and the action of the Administration, 1 am re- quested by many Repunlican Senator; and Representatives to remind you of the very great importance of your being punctually present in your place here t» answer to your name when the two Houses shall assemble at 12 o’clock m.on the 3d of July next. It is thought essential to secure quorums, if it sbould only be to remain in session longenough to pass some declaratory act on the subject of reconstruction. « Very respectfully and truly yours, «ROBERT C. SHENCK, «Chairman of the Union Republican Execu- tive Committee, ———— “STATE'S RIGHTS” VS. ** THE UNION.” Those desiring the speedy reconstruction of the governmenis ot the rebel States will doubt- less realize the absolute necessity for a a July session of Congress, after reading the Jnte/li. gencer’s “by authority” leader of yesterday. it denounces Congress in terms as bitter and Abusive as truculent,and virtually attributrs to the President the purpose of setting at defi- ance what all the world knows Congress de- Signed enacting in making the reconsiruction act law, over the veto. it must be thongut by those inducing the President to “go back upon” his yeto’s inter- pretation ot the law, that though a majerity of Congress will attend in July, a two-thirds majority cannot be got here to pass supple- menial reconstruction legislation over the ad- ditional veto by which it will surely be met. Those who calculate on the non-attendance of a considerable number of Senators and members are reckoning without their bost Before a new veto can come up for consider- Stion in either hall, every Senator and Rep- Tesentative will be at his post, even at the cost ofa prompt return from Europe, where a few mow are. Congress will then mage as sum- mary work of Executive action in the spirit of the /nteiligencer’s leader of yesterday—even ibough approved by all the Cabinet but one— asthe people. in electing the present House: made of the President's poliey when that was found to be simply tending to restore the engi- neers of the rebellion to the supreme and un- questionable control of the South, and to the re-establishment of ‘States’ rights” as con- tended for by Davis, Cobb, Jake Thompson, Toombs, ¢f a/. ag the trae theory of the Goy- ernment. It was the belief of the country that the “President’s policy” would fix in Power +States’ rignts” as thus interpreted, iar more securely than when their supremacy ‘was used palpably for the Union's destrac- Uon, that gave the present Congress its tone: through the ballot box. The struggle between Congress and the Ex- ecutive in the approaching session will be short, sharp and well defined. The issue is ‘whether States rights. as contended for in en- gipeering the rebellion and subsequently, in the effort to restore the political leaders of the Tebellion to absolute despotic control of the South, shall be again acknowledged asthe true theory of the Government. Itis fortunate that there is no half way ground in this mat er on which the Executive and Congress can meet. Otherwise, the sacrifices of the contest for the Preservation of the nation’s life, when so re- cently assailed by these same «States rights” which the President now champions so stur- dily, Weuld have been far worse ihan useless tothecountry. They would, in that case, prove to be but sacrifices to strengthen the right of any et of disappointed and ambitious political jeaders to destroy the Union and Government at ary ‘ime and under any pretence what- ever. THE ee BALTIMO. RGAE. POTOMAC RAIL By a communicate i ‘the Frince Georgian of this week, from Marcus Du Val, Esq., we dearn that the portion ot the Baltimore and Potomac Railroad, between Baltimore and Washington, will soon be focated. The corp: of engineers, under Mr. Webb, are now two miles south west ot Buena Vista, lovating that Portion of the route between their headquar- ters and Washington. It seems there has been considerable con- tention as to the route of the road, every land- holder wisning it to be laid by his Place. But the new contractors have learmed that Mr. Garrett is shortening the Washington Branch Koad between the Camden Station and Wash- ingcon over three mules and a halt, enabling him, by reducing the distance and taking out Objectionable curves, to make it the shortest and quickest route to Washington; conse- quently the contractors have directed the en- ginepr of the Baltimore and Potomac Road to Tun the route from Waéhington to Baltimore asnearan air line as possible. This action Tenders a portion of the contract objectionable, requiring that the Washington Branch (of the Baltimore and Potomac Koad) ‘shall diverge trom the main stem within two miles from Colitngton Post Office.” This is said to be at least a mile too far south, and various plans are suggested to the managers to get over the diMculty. It is stated that the question ofthe sbortest and quickest route is an important one in connection with the contract for car- Tying the United States mail. The Ledger building is undoubtedly the most complete establishment of the kind in the United States. Every portion of the es- tablishment is complete with regard to light. heating, ventilation, and other comforts. The editorial rooms are furnished splendidly. The composing reom is on the upper floor, which, by the aid of a Mansard roof, has a heightof21 feet, and is in dimension 29 feet by 127. The press-room has 9,193 square feet ef space, and @ height ot over 23 feet, The room contains three Hoe presses. In his address he stated the general condition of the country was favorable. Many planters were arriving in Brazil from the Southern States of the United States. New York, June 22.—The steamer Hen- drick Hudson has arrived trom Havana, ana brings the following information obtained trom Mr E.Goittleib, Aid-de-Camp to General Santa Anna, and interpreter, a passenger by the steamer Virginia from Vera Cruz to Havana: The Virginia left Vera Craz on the 8th, and Lisal on the [2th inst. When the Virginia touched at Lisal the vessel was soon after sure Tounded by the Liberal boats demanding the surrender of General Santa Anna. Captain Dickson refused and was threatened with vio- lence, when he being unprotected, as there ‘was ne American man-of-war, he protested, and only gave him up when the Liberals were about getting ready to fire into the Vir- ginia.
