In a recent report of the Secretary of the In- terior, the Hon. James H. Barrett, Commi sioner of Pensions,says:—The appeal raised the ques‘ion whether or not there is a distinction between @ + veteran furlough” and any other given to the soldier for purposes of privat; business or pleasure. Thus far, this office has made no distinction, but has followed the long established rules of rejecting ail applications based on an injury received, disease contract- ed, or death occurring, while the soldier was on turlough. In affirming the decision, the Hon. W. T. Otto, Acting Secretary of the Interior, says:— iItappears that the decea-ed was accidentally killed when absent on a ‘veteran turlough.” It is suggested that there is adistimction be- tween such a furlough and that which—on the application ot a private—may be granted or witbheld, at the discretion of the com- manding officer. I am not aware of such a distinction. it bas never been recogrized an the administration of the Pension laws. The Sth section of the act of June 6, 1966, de- clares that “enlisted men absert on sick fur- dough sball be regarded in the same manner as if they were in the field cr hospital.” [his partial modification of & well known rule, which excluded from the benefit of those laws 8 soldier absent on furlough, end engaged in bis own pursuits, confirms and surctions the rule in its application to allother cases which it embraces. Naval, Departmental, and Local News: Agricultural and Housekeeping Misceliany;and the latest Teiegrapni: Dis- patches: eee FRIGHTFUL BoiLzR ExPLOSION 1N PHILA- DELPHiIa.—A boiler exploded in the establish- mentot Ward & Geie, sash and cabinet makers, in Philadelphia, about six o'clock last eve- ning, No. 1,612 Sansom street, demolishing the entire building. The boiler had been com- plained of as not being in good order. At 4 p.m. the engine was stopped to pack the en- gine-piston, and the hands were laying around idle. and some bad gone home when the ex- plosion occurred. The building was entirely destroyed, and considerable damage was done to the neighbering hontes by flying tragments. As soon as possible the work of getting out the dead was commenced. Thirteen have been dug out: six were dead and two expired shortly arterward. Five are at the hospital badly wounded. The Bpper part of the building ‘was occupied by Miller & Reeder, calico print engravers. Mr. Reeder is believed to be buried in the ruins, as his partner lett him in the building shortiy betore the explocion. It is thought there are twelve others buried in the ruins. The following have been rescued alive. but greatly inyured :-—F. W. Jenxins, engineer. Jobn Germain, fireman: James Todd, Georg Clark and John Cushack. It is now certain that twenty-five men were in the building, and that twelve remain under the ruius. The bodies of the gead are so mutilated that they cannot be recognized. Lanp Saves IN MARYLAND. T. M. Ra- ley sold at trustee’s saleon Thursday last a dwelling, with lot of thirty acres attached, in the village of Charlotte Hall, for $1.230; pur- chaser, Jos. N. Harrison, of Charles county. On Tuesday last, Judge Crain and B.G. Har- Tis sold at trustee’ je Belvidere, containing 400 acres, the property of Thos. W. Gough, for $3,510; purchasers, B. I. ana Jas. F. Abell. The same gentlemen sold the same day the home tarm of Mr. Gough, known as Gongh’s Wharf, containing some 430 acres, for $10,905; purchasers, B. I and James F. Abel! Mary's Gazette. St. | THE TUNKERs OR DUNKARDs.—The annual meeting of this respectable religious body will | commence on next Tuesday, at Pipe Creek, in Carroll county, Md., where they have several eburches and a considerable number of mem- bers. MARYLAND CONSTITETIONAL CONVENTION ‘Yesterday was mo tly spent in discussing t proposition to amend section seventeen of 1 report on the executive department, giving ‘veto power to the Governor, by deelaring a majority of the members elected to each house sufficient to pass 2 bill over the veto, instead of requiring a two-thirds. The following is aspecial dispatch te the New York Herald: New ORLxEans, June 7.—San Luis Potosi dates to the I7th. and Monterey dates to the 2th ultimo have been received by your Mata- moras correspondent, The report of Miramons capture is con- firmed. Mendez, however, was not in Quere- taro, and cannot be found. More than two hundred subalterns were taken prisoners but none of them were exe- cuted. The execution of nine of the most promi- nent officers is considered only a question of time. General Escobedo tasued an order on the 5th ultimo, that all officers of the Imperial army who did uot surrender within 24 hours would be shot on identification. and all persons con- cealing them would be tried in contormity with the lawe. Another order states that all soldiers ana eitizens committing theft or violence would be shot on the spot. A third order, addressed to his soldiers, con- gratulates them warmly, and is exceeding bitter on the invaders, Napoleon’s French- men, and traitors. Ithints that the confisca- tion policy of the Juarez Government will be carried ont, Your Monterey correspondent states the number of prisoners captured to be 4,500, among them eight generais of divisions. Maximilian looks well, and he would start for San Luis soon. He will be treated as a prisoner of war, and will probably be carried by Juarez to the capital om the 19th uit. Ten thousand Liberal troops left (.ueretaro on the 18th ult., for the capitai. Juarez and his Ministers have already held & conference in reference to the disposition of Maximilian, but the conelusion arrived at is still unknown. The President's Trip. CuareL HILL, N.C., June 6.—The Presi- denual party to-day atiended the commence- ment exercises atthe University. They were escorted thither by @ procession including the scholars and officers of the imstitntion and the Governor ot North Carolina. Before the war the average number of pupils was 500, but now there is not more than 100. A ball was given to-night to the graduating clas, and was attended by & portion of the Presidential arty. uy ‘The President and party leave here on Fri- day, and return to Washington on Sa.arday afternoon. RavuicH. June 7.—The University exer- cises are over at Chapel Hill. and the Presi- dent left there this moraing on his return trip. He was everywhere received with marked hospitality and respect. All parties expressed themselves pleased with the trip. General Sickles and staff and Gov. Worth accompa- nied the party back to Raleigh. The Attempt to Assassinate the Czar. New York, June 7—A special cable des- patch says a cowardly attempt was made to assassinate tne Emperor of Rus-ia while dri- ving back froma grand review with the Em. peror Napoleon through the Evis de Bouiozgae. A young man fired a pistol at the Czar, but the pistol was overloaded, and exploded. wound- ing the hand of the ascissin. A bystander threw up the arm of the wretch as he fired the pistol, and he was instantly cut down by the escort and madea prisoner. He was severely wounded. The assassin is supposed to be a Poie, for just previous to the attempt cries ef “ Vive la Pologue” were heard. A thousand rumors are in circulation, but no further ficts are positively known than the attempted as- sassination, escape of the Czar and the seizure of the assassin. The Czar will receive ani- versal congratulations, as this is his second escape from assassination. The Philadelphia Explosion. PHILADELPHIA, June 7.—Up to this hour thirteen dead bodies have been taken from the ruins of Geasy & Ward's saw mill, and tne search is still progressing The wounded en- gineer made & partial statement with great difficulty from the nature of bie injuries. After completing the packing of the cylinder le wished to stnrt the engine, to see that all ‘was right, so as to run the mill the next morn- ing. ‘The fireman told him there was but one peund of steam on, and he thought the fire- man was mistaken and examined the steam- guage, but found itonly indicated one pound He then went to work staffing the packing- ing-box, wnen the boiler exploded.
