The only result of their refusal to take part in the work of reconstruc. tion will be to !eaye the reorganization of their State almost entirely in the hands of the’ col. ored people. The work will go on, whether they take part in it or not. Gen. Sickles, in accordance with the sup- plementary act, has ordered a registration of all male citizens over twenty-one years of age to be made in North and South Carolina on the third Monday in July. Suppose a great | majority of the whites, not disfranchised, fol- low Gov. Perry's advice; that is, get registered and vote «no convention”—what good will they do! The blacks will vote asa unit, and the convention is certain tobe held. The New York Ties and Commercial Advertiser, both | conservative journals, condemn the advice of Gov. Perry, the latter saying it will proye to be as ineffectual as itis unwise. FortTrEss Monrog, May 11.—A large crowd of persons gathered on the wharf, around the steamboat Janding, this morning, to witness: the departure of Jefferson Davis. A busy scene was witnessed at Carrol Hall. At an early Dour, preparations having been made, Mr. Davis and family bid farewell to the his. torical Associations which nearly two years tesidenece made immemorial, At seven @’clock Gen. Burton called at Carroll Hall, and found Mr. Davis allready toaceompany him. Leaye- takings were exchanged with the tamily and friends in the fort, and confinement here bas become among the things of the past. General Burton, walking op one side ot Mr. Davis, and Dr. Cooper, his physician, on the other; Kobert Ould and Mr. Da- vis’ brother, who arrived here last night, from Vickburg, escorting Mrs. Davis and her sister, followed by several friends, and ser- vants with baggage, formed the procession which emerged from the fortress. A few mo- ments later, as Mr. Davis reached the onter gate, a pleasant smile illumined his counte- nance, and while in a cheerfpl manner con- versing with General Bar:on, all leisurely wended cheir way to the steamer John Syi- vester, which was waiting to take the party to Richmond, He. was greeted by numerons friends, who came over from Nortolk, and received them in a cordial manner, acknowledging their con- gratulations, He was dressed in @ plain dark suit, black felt hat, and carried @ cane.
