It directs a registry of voters to be made under the direction of the commanding officer in each district, prescribes an oath for the voters a Gireets that when said registry is completed an election is to be heid for delegates to framea State Constitution. The Constitution is te be adopted by & majority of the registered voters, and on its approval by Congress, Senators and Representatives sre to be admitted from such State. It is an excellent measure, absolutely neces. sary to make the former bill effective, and ha, two features which particularly reeommend it, In the first place, the provision for a registry of voters who bave taken an oath that they are sincerely and earnestly attached to the Union and Government of the United States, and will support the Constitution and obey the | laws; such registered voters euly to choose delegates to the State Conventions: will pre- vent their management by the same class of politicians who engineered the rebellion, and | who are now striving to retain their power and control the Stale governments im the | South. In the next place, it gives the assur- | ance to the Southern people that when State constitutions adopied by the conventions have been approved by Congress, their Semators and Representatives will be admitiea. Tais provision removes the objection of the most | violent of the rebel press against the military | Dill, that it contained mo guarantee that the Southern States would be admitted even if they accepted its provisions in good faith. THE MARYLAND SE NATORSHIP, The caucusing of the conservative members | of the Maryland Legisiature resulted last | evenipg. 38 announced by telegraph from Annapolis, in the selection of Hon. Pauip F; Thomas as the nominee for United States Sen- Stor, to fill the waeaacy occasioned by the *xpiranon, on the 4th instant, of Hon. Mr. Creswell’s term. The vote stood :—Thomas, 3% Isaac D. Jones, 20; AlexandergE vans, 14: scattering, 2. Mr. Thomas is wel! known to the people of the State, having o1ce been ‘its Governer, to which position ne was chosen on the Democratic ticket im 1547. He had had experience in public lite before that period, having been elected to the Legisiature in 1833. the following year to a seat in the lower House | of Congrese, and then again in 1843 to the i} Legislature. He was, at the breaking out of the rebellion, Commissioner of Patents here, and on the resignation of Hon. Howell Cobb as Secretary of the Treasury. was called by Pres- ident Buchanan to that position, which, how- ever, Be held for omly a short time. He is a lawyer by profession, and is at present a member of the House of Delegates from Talbot | county. His nomination is considered equiv- alent to an election. THE NEW HAMPSHIRE ELECTION. The annoai State election in New Hamp- shire will be held to-day, when a Governor, three members of Congress, and a State Legis- lature are to be chosen. Gen. Walter S. Har. Timan is the Republican candidate tor Goyer- bor, and Mr. Jobn G. Sinclair the Democratic candidate. The congressional nominations are a8 follows: Republicas—Jacob H. Ela, Aaron F. S Jacob Eenton. Demo- cratee—Daniel Marcy, Edward Ww. Harring- ton, Harry Bingham. Last year the Repabit- cans elected all the Congressmen, and carried the State for Governor, by a majority of four thousand six bundred and fifty-six; the vote then being Smyth, (Rep.) 35,137; Sinclair, « Dem.) 30,351. The Demoerats hope to ever- come the above majority this year, but the Re- publicazs seem jority of at least 3,000. Their candidate tor Governor, General Walter S. Harriman, tered the war a Democrat, and, like, many others, came out a thoroughgoing Radical Re- publican. His opponent is Jehn G. Sinclair, & Peace Democrat during the rebeltion.
