SENaTE —\ esterday afternoon— Mr. Sumner’s joint resolutions declaring cer- tain further guarantees as essential to the work ef reconstruction, bemg under consideration— Mr. Johnson rose to controvert a statement made by Mr. Dixon, that the policy of Mr Sumper’s resolution would sooner or lat r be adopted by the dominant arty in the two honses of Congress. He (Mr. Johnson) did not believe Congress would depart trom the conditions of the bill recently passed. He had so assured many leading men of the South with whom he had recently corresponded on the subject. Mr. Frelinghuysen opposed the resolutions, and moved to lay them on the table; which was agreed to by yeas 36, nays 10. ‘The Senate then, at 240, went into executive session, and soon after adjourned. Yesterday afternoon— eld introdnced a bill appropriating pe oabty ged of Education $15,400, and it was referred to the Committee on Appro- priations when appointed. Mr. Wilson, (lowa.) from the Judiciary Commit ee, reported, in accordance with the Tesolution of the 7th instant. a bill supple- mentary to the actof the 2d of March for the more efficient government of the rebel States, and to facilitate restoration. It directs the com- manding general in each district provided by that act to cause te be made, before the Ist of September next, a registration in each county or parish of'the male citizens of the United States over 21 years ef age resident in each county or parish, which registration shall in- clude Gets those persons who are qualitied to vote for delegates by the act of March 2, and who shall haye taken and subscribed an oath that they are sincerely and earnestly attached te the Union and Government of the United States, that they will steadfastly support the Constitution and obey the laws of the United States, and that they will engage all others to such support and obedience. When such registration shall bave been completed, and copies thereot returned to the commandigg geueral, the general commanding shail, within thirty days thereafter, cause an election to be held for delegates to frame State constitutions, to re. ‘ablish civil governments loyal to the Union therein, and to pass all neédful ordi- nances for putting such constitution and gov- ernment into operation. The constitution is to be adopted by a majoritv of the registered voters, and on its approval by Congress Sena- tors and Representatives are to be admitted from such States.
