The bankrupt bill which passed both Houses of the Tburty-ninth Congress. and is now a jaw, is one of the most important measures disposed Tiag the sessiva just closed. The jaw is geurral throughout the country, and supercedes all Stare insolvent laws, stay-laws, and jaws of imprisonment for debt. The necessity forsuch a law has been recognized in the Legislatures of every State of the Union. All the States have insolvent or bankrupt laws, and occasionally they have stay-laws or other measures for the relief of debtors. Bat this law, while it accomplishes the former object, also provides for the security of ered- fters, and affords facilities for a settlement between an insolvent and his creditors with- Cut any appeal to legal measures. An opportunity for trouble made by a tew obstinate creditors, on the one hand, or & bard headed debtor on the o her, will be | removed. The debtor cannot dictate terms, nor delay beyond reason the distribution of bos assets: and & single creditor cannot prevent a release by refusing to sign unless he receives an unequal sbare of the estate. Tais will smooth the way toa greater frankness ou the part of the failing debtor, and to more forbear. ance and leniency, where those are appropri- ate, from those to whom he is bound. Asa permanent and universal measure of relief in this country, where shocks in the mercantile world, causing fvancial embarrassments, are of periodics! oceurrence, paralyzing enterprise and prosiranng industry, and where the laws epacted by the States have beem of the most diverse and sometimes partial character, this | law will be bailed as a wise and beneficial measure, particularly at this time, when the conungencies of the late war have wrecked <o | many energetic business men North and | South.
