Mretinc GF THE REPUBLICAN ASsOCI- ATION—Another Lively Time.—Last evening. the regular meeting of the Republican Asso- ciation was held at the Union League Rooms, Mr. J. R. Elvans in the chair, and Mr. A. Watson cting as secretary. At this meeting some four or five colored persons made their appearance. The Chair Jaid betore the meeting the resig- nation of L. Edwin Dudley as financial secre- yd remarked that the Chronicle Wished a report of the proceedings, and would lige to be furnished with it assoonafter the adjournment as possible. A Voice—Let them send a reporter. The Chair said he liked to see enterprise, and the Chronicle, which was in sympathy with the association, he had noticed, did not send a reporter to the meetings. The Star which, although it bud come oat nobly on the suffrage question, was not fully in sympathy with the aseociation, always had a reporter present. He thoughtit hardly fair for the as- sociation to give an air of life and enterprise to & paper which had not enterprise enough to send 4 reporter to the meeting. He would like an expression of the meeting as to whether they would turnish this paper with a report under the circumstances Dr. FE + Hit bi to d rose to explain, butamid cries of and Mr. NH. Miller objecting, he k bis seat, and the matter was dropped. ‘The executive committee here took the names of the following persons who were elected to membersbip :—A. Paine, 592 10th street; J.'T. ©. Brown, 1% E street south: G. H. Newman, G street, between Jd and 4th; H.O. Johnson, 712 Gth street; P. R. Laws, 469 12th street, coi- ored, and A. Watson and Amos Pratt, white. The resolutions of Mr. J. Sayles Brown, of- tered at the Inst meeting, for the appointment of a commitree to Inquire whether the civil richts bill hmt been carried into effect in this District, was taken up. Mr. J. Bell Adams said he could not see What good could come of this inquiry, and pro- ceeded to reteark that especially in the courts were the colored people kindly treated, and, Indeed, the judges seemed sometimes to lean too much towards the colored people. In the Station-houses, with but one exception. he never beard of an officer performing his duty to the colored man, exceptin the manner he would bave acted with a white man. Dr. Boyd spoke of @ case of a colored boy at the Navy Yard be threatened by a police- man with hupging if he did not confess to stealing $20, and of an officer wishing that he had the power to kill the d—d niggers. Mr. F. A. Boswell had seconded the resolu- Hons, thinking if inguiry did no good it would do no harm. Mr. Brown spoke of a number of black and white boys onder arrest at the City Hall sta- tion, the latter who were dismissed and the former who were locked up afew hours. He also spoke of a young colored man bel mg ar- Tested on the Island by a police ata prayer meeting—he having just be con- ‘verted. Mr. Adams said that the cases cited were isolated cases, and he cited a case where a colored man had been locked up by an officer of the Freecimen’s Bureau in the statton and = so for forty-eight hours. He had been called on by Lieut. Johmson in reference to the case, and the man was brought before Jus- tice Walter, who discharged the man and is- sued an attachment for the Freedmen’s Bureau officer. :Justice Walter, on releasi he man, ordered pper tor him, and paid it out of bis ged et. He could, had he time, cite cases where the professed friends had im- posed om the colored man. As for the police Torce, a betier one had never been organized, and the majority were Joyal with sucu a man as Major Ricbarde at the head, who will see no man Imposed on, it cannot be surpassed. Mr. George Hepburn said no ore can tell bim about the police, for he had seem them bargaining with the freedmen after they were Jocked up to take themout. Taik about their loyalty Why half of them—more than half, Were disloyal. He spoke trom personal kuow!l- edge, for be bad been a policeman himself. Mr. N. H. Barton boped tnatthe committee would fnquire Mto the conduct of the ear cenductors, who were so urbane and polite in their atten. tions to colored people—they, with the Grivers, never seeing « colored person. Colenel Curtis said t if the facts stated by Mr. Adams were true; if the pretended friends of the freedmen imposed on them the commit. tee should certainly be appointed. After some remarks by P. R. Laws. G. H. Newman, H. ©. Jobuson, sewty elected coi- cored members, the resolwtions were adopted. The OUbsir appointed J. Sayles Brown, W. Millar. and RJ. Hintoa, the committee.
