An exequatar, bearing date the 24 day of March, 1966, having been issued to Gerhard Janssen, recognizing him as Consul of Ot ien- burg for New York, and declaring him free to exercise and enjoy such fupclions, powers and privileges as are allowed to consuls by the law of nations or by the laws of the United States and existing treaty stipulations between the Government of Oldenbarg and the United States; and the sald Janssen haying refused to appear in the Supreme Court of the State of New York to answer in asuit there pending against himself and others, on the Plea that he is a consular officer of Oldenburg, thus seeking to use his official position to defeat the ends o1 justice, itis deemed that the said Ger- hard Janssen should no longer be permitted to continue in the exercis® of said functions: powers and privileges. Postmaster General Randall, who has been in New York for severai days, retarned to the city this morning. Gov. Randall went to New York for the purpose of meeting Mrs. Randall, who was expected to return from Europe, a telegram heving been received some weeks since announcing that she would return in the firet steamer, but since which nothing has been heard from ber, though several steamers have arrived at New York trom Soathampton, whence she was to sail. Mrs. Randall Visited Europe for the benefit of her health, and it is toared that her feeble health prevented her re. turn, though Gov. Randall received informa. tion from her some time since, S@onouncing that she was much better. A PROPER PRECAUTION. General Rucker, Brevet Brig. (teneral Lud. dington, and Chief Engineer Dixon, of the U.S. Steam Fire Department, have, within the past few days, visited all the butidings throughout the ¢ity occupied by Government officers, for the purpose of ascertaining what combustible material is in the buildings, ang what measures have been sdopted to guard against fire. THE MASSACRE AT FORT LARAMIE. A dispatch received at the Headquarters of the Army from Fort Laramie confirms the statement that a terrible massacre occurred on Friaay, the 2ist inst,, near Fort Phit Kearney. Brevet Colonel Filterman, Captain Brocon, and Lieutenant Grammoad, of the isth in fantry, with 91 enlisted men of the 24 cay. alry and ith Infamtry, were surrounded by Indians, and every officer and man killed. The fire at Eimira on Sunday was quite dis- asirous. 1t caugbt in a drug store on Lake street, and soon after it was discovered some chemicals exploded, tearin@ the building and the adjoining building to pieces, and carrying the flames to the buildings on the other side of the street, setting fire to Auther's Hotel, and the American Hotel. The fire raged over six hours, and the whole of Lake street, from Water to Carrol, was consumed.
