D. C.. THUR DAY, NOVEMBER 22. 1866. \N2, 4,279, Water Canal UNTERESTIA® REPORT OF THE ENGINEER—TEE ROUTER PROPOSED. A meeting of the corporators of the Chess- peske Bay aod Potomac River Tide Water Canal Company was held at noon to-day at the banking bowse of Jay Coote & Oo, at wbic® were present Mesers. Cooke, Needuam, Van Riswick, Lansdale, Coates, Thompson and Higgins. In thé absence of the President and Secre- tary, Mr. Needham was calted to the chair and Dr. Higgins ay ted Secretary. Mr. Cook, the Treasurer, laid before the Meeting the trai ions of the Executive Board. The report of the proposed “Chesapeake Bay and Potomac Tide Water Canal from Wash- meton to Ann: lis,” by S. Sweet, Engineer, Was received @ Teport commences by stat. ing that the length of the proposed route is 4 Tiles, thedistance between the same points by the Patomac and ake 1) miles, mak- ing @ saving of 156 miles and from 24 to 3 hours to all the markets of the East. The total sav- apg (0 the Consumers of Cumberland coal alone ‘would, upon the yield of 1865 and the rates of I*f6, amount to over one million dollars aanu- ally. By the proposed ronte tne cost of trans- portation from Cumberland would be 25 per ceot. Jess to New York, 35 per cent. less to Philadelphia, and 31 per cent. less to Baltimore than ifsent by they B.£0O.R.R and imiand Canal route. ‘On the rates of [S66 the eost per jon ef coal would be reduced Si.s0at New York, $1.44 at Phiiadelpb a, and #1 29 at Balti- inore, saving (assuming that one-half the amonnt bronght to tide water is shipped to New York) $576,000 at New York, $165.6) at Philadeiphia, and $! at Baltimore. As c ‘he cest ow ie present water lines beriand to the Eastern markets it would cheapen the cost of transportation 10 per centto New York, li to Philadelphia, and 12 to Baltimore, reduce the cost ef coal at the Uirst place 54 cents, atthe second 50 cents, and at the third 43 cents. Assuming that two-thirds issent to New York, and one-sixth each to Philadelpbis and Balumore there woald be a saving of $12),600 at the first place, $25,500 at the second, and $24,500 at the third, making a to- tal saving to coal consumers of $700,000 at the first, $14,000 at the second. and $140,610 at the third, Total saying $1,191,710, equal to an ay. erage reduction of $1.20 perton. The report proceeds:—-As to the local trade With the District of Columbia, the advantages gained are “rey as important. From Wash- ington. the cost of transportation wonid be 13 percent. less to New York, 26 per cent. less to Philadelphia, 3 per cent, lessto Havre de Grace. and 40 per cent. less to Baltimore than if sent via the Potomac River.Chesapeake Bay and injand canal route. Assuming the con- sumption of anthracite coal within the Dis- trict at 150,000 toms annually (which is not an over estimate,)and that one-balf comes from Phifadelpbia, and the balance from Havre de Grace; the saving to consumers upon the rates of 1586, from Philadelphia would be 31,125. snd trom Havre de Grace, $25,500; total $59,- 25, equal to an average reduction of 40 cents perton. The average distance saved to tne above points is 153 miles, and im time from 24 to 30 hours.” “Tbe construction of this canal is of vital im portance to the Chesapeake and Ohio canal Great difficulty is now experienced tn obtain- ing vessels at (seorgetown, and the couse- qnence is that large shipmenis uow made at this port are by vessels especiaily chartered at New York and Boston atincreased raws. This embarrassment is not experienced at Baiti- More, trom the variety and magnitude of its commerce, aud would not be so for the Uhesa- peake and Ohio canal if its terminus was brought near Baltimore. Annapolis (the ter. minus of the proposed can!) is only 3S miles from Baltimore, while Georgetow n is 225 miles nad the distance by ocean from Annapolis is 70 miles less to New York than from George town. This advantage, together with the eon- trol of railroad lines leading from Cumberland into the mines, would make the coal tonnage of the Ones: peake and Obto canal equal to one million tons annually, ingtend of one-taird ot that amonnt. “The Chesapenke and Obie Canat Company now pay the Camberland 2nd Pennsylvauia Railroad Company $1.04 for the tation ofn ton of coal 2; miles. from the mines to the cunal, 150 per cent. greater than charged upon any of the coal roads of Pennsylvania. The actual cost of transporting tue same over the Baltimore and Ohio railroad would be ® cents per ‘ou, a difference of 52 cents per ton. that would be saved if controlled by the canal com- pany. The rates now eharged via ocean trom ‘aitimore to New York are =2.65 per ton, and irom Georgetown $3. Allowmg the same rates from Annapolis, and the charges would be #2 4+ per ton. a Saving of 52 cents per ton if shipped ar Annap- olis instead of Georgetown; and a total direct saving by these Improvements su, ted ar the termini of $1.34 per ton. The tonnage ot the Chesapeake and Ohio Canal for 1565 Was 43,202 tons. Assuming that two-thirds of this quantity wentto New York, the amonat that would have been saved on this is $251,425 at Cumberland terminus, and $119,q0 at An- bapolig terminus; total, 425, equal wo 10 per cent. on a capital of 4,000,c00. The lowest the Baltimore and Ohio Railroad can reduce its rates is 92-10 mills per ton per mule, while npon the relative basis of cost the Chesw) e and Ohio Uaaal can re- duce its rates to 455-10 mills perton. These rates are without protit to stockholders or car. riers. The a cost of. ion of coal upon railroads is 24 times the @verage on canals; four timesof the average on tidal rivers and bays, and eight times the average of sea- borne. The average t of management en gross receipts 1655 to 65 per cent., and for ca- nals 20 to 35 per cent. It has been found by experiment that Cam- berland coal is 12y percent. cheaper tor loco.
