See advortise- ment. -——_e—___ BoaRp oF Pouick—Yesterday afternoon, the board met at 3 o’elock, in their Tooms on 10th, near D street. A sumber of licenses for dealers of liquor in Georgetown were ved, but a much larger “sa ‘were re: bs applications of dealers in Washington =e ie oe Bex Piemmperssiig. and acom- raw ap) to prepare and repert regulations for the government of the board in relation to liquor dealers’ licenses. The bonds of W.O. Harper and F. A. Bos- well, Police Magistrates, without salary, were approved by the Board. Sergeant Stephen A. Calbonn, of the 4th pre- cinct, was reduced to the ranks for violation of the regulations of the police. Michael Frepeb was re-commissioned as a special policeman for duty at the stores of Jas. \. Davis and others, on Pennsylvania avenue, between 6th and 7th streets. 4 &yo> A.C. Richards, by bre retarned trom @ tour of inspection thie tee depart- ments in the North and West, Isid before the Board the result of bis observations in a writ- ten report, from which we take the following extracts “Undera leave of absénce granted by you to visit cities having the Metrapolitan police sys« rem, Llett his city on the i6cth ult, stopping Orst in the city of New York. Three coaditions of thefr police’ operations impressed me par- ucularly, viz: the length of time embraced in tue tours of duty of their patroimen, the rigid manner in which they enforce discipline under (heir rules and regulations. and their excellent and comprehensive code of health ordinances, and the promptitude of their enforcement. Per- haps. also, 1 ought to mention the neat, tidy and genUemanly appearance of their poliee- men generally. In reference to the first par- uieulr abyve-mentioned, | am now thorough- ly convinced, as I had before felt appre- bensive, that the twelve hour tours of auty of our men is entirely too long. and that it is gradually, if not. surely, under- iniming the health of the members of the force. and as a conseo ve the efficiency of the orgamization. Ata subsequent and early opportunity 1 will bring this matter more fnily before you. I aleo became satisfied that, for myself at least, I have been too negligent in enforcing the rules and regulations of the Hoard, apd that the character and reputation of our force requires more stringent action in this respect. As regards ovr health reguia tions, 1 do pot know that anything more can be done than is nuw being done underour very imperfect sanitary Iaws. While much bas been accomplished during the past year to- ward preserving the Lealth of this District, it bas too trequentiy beem found that persons | could defy and resist the ot laws with impunity, or if the sani- tary cticers sueceeded at last im their efforts it was after much annoyance and Irequert imsults in some instances. ! also yc ited the cities of Albaay and Baffalo in the Stau+ of New York, and Cleveland, Co- fumbts and Cimemnati, im the State of Obiv, enforeement | euch of whicu bas adopted the metropolitan | lice mansgement in each of these cities. but saw nothing particularly suggestive not em- braced im the New York operstions. In fact, all cities adopting this system, take the ideas of ite working frem that city. In couclusion, 1 would state that ip all my investigations «1 found no force superior to our own, or from which I would wish to pattern, except in the particulars mentionea with reference to the New York force. 1 returmed to this District and tomy duties on the 3uth oltimo, baying beem absent just twe weeks.” pines taki * caer FUNERAL OF THE LaTe Franx Hewny.— The funeral of the late Frank Henry, long ynnected with the press as reporter and cor- respondent. and at the time of his death in charge of the Western Associated Press, took place from bis late residence, 575 C street, Cap- tol Hill, yesterday afternoon at 3% o clock. The services were conducted at the house by the Rev. Dr. Boynton, UChapliam of the House of Representatives. On the coffin lid was a silver plate with the inscription, «Frank Hen. ry. born March 19, 1536: died October 29, 1366."" ‘The body was Jnid out in plain blaek clothing. the expression of the face being very natural. considering the distance the corpse had been brought. The body was surrounded with flow- «rs. apd at the foot, as the corpse was exposed to view, Was & wreath of natural flowers, to be placed on the coffin when lowered into the grave. The following gentiemen acted as pall- bearers:—Col. L.A. Whiteley. of the Jntelli- Noyes, of the Star; ¥ M. Ashley, erk Times: L. A. Gobright, of the New York Associated Press; R. F. Boisseau, of the Republican, and G. W. Adams, of the New York World. After reading a number of selec- uons from the burial service and ahymna, Dr. Boynton deli ered a eulogium of the deceased ard his profession. At the conclusion of the sermon, prayer was made, and the body was conveyed to the Congressional Cemetery, fol- lowed by the relatives and friends of the de- ceased. ee Tue National Megpical CoLLecR—Last *vening, the introductory exercises of the Na- nonal Medical College of this city occurred at the College Building, late the United States Army Medical Museum, situated on H, be- ‘ween T3th and 4th streets. The exercises were opened with religious services, conduct- «d in accordance with the forms of the Episco- pal charch, by Rev. Dr. Pinckmey, of the Cbarch of the Ascension. Kev.G. W. Sam- son, President of the Uolombia Uollege, de- ltvered an introductory ‘address, in wRich he referred tothe grea: benefit conferred upon the medical profession by W.W. Corcoran, Esq.. who donated the edifice to the aid of sctence, thus providing accommodations for the delivery of scientific lectares, and also for the instruction of the students of the college. A* the cenclusion ofthe address Colonel J. L. | Edwards, in a brief address, presented the aeys of the building to Protessor G. U. Schaef. ter. professor of chemistry, this act being sym- boltealof the transfer of the building to the faculty. Professor Schaeffer responded in an imteresting address. in the coarse of which he expressed the thanks of the faculty {or the uni- versal generosity and kindness of the Board of ‘Trustees. The regular course of lectures was then announced, and the exercises of the eve- ning were closed by benediction.
