The Atlantic Telegraph, through which we were promised two dispatches every day—one for the morning, and one for the evening pa- pers—has been treating the afternoon journals, including the Star, rather shabbily for some dayé, by not furnishing anything in time for them. We neld our pesce, knowing the difi- culties of inaugurating the new method of com- munication, and hoping the difficalty, whatever it was, would be overcome. Our patience is rewarded to-day by the receipt of a rather startling “cabellam,’ (the new word for cable dispatch,) which we lay before our reaaers, announcing that Joha Ball, who was only half aroused from his lethargy by the Reform riots, has had a sen- sation in the sbape of x new “zunpowder plot,” being nothing less thin an attempt to blow ap the two Houses of Parliament. That is news. Think of Guy Fawke~ being revived, with all his terrers, in the nineteenth century. ‘The continental news is alse of interest. It seems the two great powers, Russia and Prus- sia, are cousulting. General Davis Tilison, Assistant Commis- Sioner of Freedmen’s Affairs, has rendered his report ofthe operations of the Bureau in the State of Georgia since his assignment to duty there, in which he says that since the enact- ment Ot laws by the State guaranteeing to the freedmen all tbe rights of person and property enjoyed by white citizens, the Burean has labor. @d persistently to restore the supremacy of civil law. and its enforcement in such manner as to protect all classes of citizens, irrespective of color or condition. It was notexpected that bs: fort would. be followed by immediate success, but enougu has been accomplished to render the future hopetui.
