Tus Prorosep Fsxstan MeetING Last Nicut—Why it did not Come Of.—The notice published in the papers that the friends of irish Nationality would hold a mass meeting in the National Fair building, when Speaker Colfax would preside, and addresses be deliv- ered by Col. Roberts, President F’. B.. Senators Wilson, Nye, and other distinguished gentle- men, attracted many Irishmen and friends of ireland to that pipers There sess pros- t of having a large meeting, as notice Esa reached & considerable distance in the rural districts in the county of Washington And adjoining counties of Maryiand and Vir- ginia. which were weil represented, beside the city representation. Unfortunately by some mismanagement, a conflict of authority Tesulted between the lady managers and the persons in ch: of the building. The cem- mittee of the herhood had waited upon the gentlemen in charge of the building to obtain the use of it, and they, as they stated, supposing that they were authorized to do so, granted the use of it. Upon this the commit- tee published the notice. ben the committee was about to prepare for illuminating the building, Sergt. Eckloff, of the Fourth Ward police, arrived and no- lfied the gentlemen in charge, that he was re- quested by the Iady managers to prevent the meeting, as they bad not been consulted as to the use of it for any such purpose, and no one butthemselves had the right togivesuch a permit. The gentlemen in charge appeared to claim the right to give the rmission, but in this uncertain condition of things, the hall, other tban the office table, was not illamina- ted, ajthough the company was rapidly in- creasing. Sergeant Eckloff, after giving the notice, was uncertain how to proceed further, baving no otticial order, and went to headquarters for in- structions. The Superintendent of police at that hour bad left his office and it would be difficult to find him, so he went to the nearest Commissioner, Gen. Bacon. who, having no enatisia 'y information of the facts in the case, declined to advise the Sergeant, but told him to actas faras was consistent with his duty as an officer and he would be sustained. The Sergeant, in this perplexing fix. decided to w for written orders and returned to his station. Tne Brotherhood present in the mean- time, increased in numbers and the committee were frequently interrogated as to the difficul- ty. and it was soon ascertained that in addition to the main trouble no band could be obtained, Speaker Colfax was busy at Congress, and President Roberts was suddenly calle y from the gity and had left by the 6 o’cloc train mally, Major Haggerty, much vexed by the disappointment, mounted a chair and stated that in view of the tact thst arrangements had been made to hold a Toass meeting im this building, the committee bad published the notice. They fully expect- ed to hold it, and that it would be addressed by Mr. Roberts, President of the F. B.. and several of the most distinguished Senators and | ™members of the House, but the hall is in pos- Session of parties opposed to them, and who refuse them the permission. But to-morrow night they propose to “show those enemies of diberty” that the meeting shall be held, and be addressed by distinguished Senators and mem- bers of tne House. The victim was Mr. Charles Clemenis, a well known citizen of the Sixth Ward, of this city. Mr. Clements who nas been en, in the butchering business with Mr. J. H. Psy. was in that section purchasing cattle, and last evening about sundown he stopped at Harris’ store and purchased a watermelon, ‘which not being ripe he asked for another, or the return of his money. The boy, or young man who was attending the store refused to comply, when Mr. Clements asserted that the | bargain was that ifthe melon was not good he should have another. The clerk denied this, and they commenced to quarrel when the fatter drew a pistol from the desk or under the counter and fired, the ball passing through Mr.Clements heart, killing him instantly. A | boy who: was in the employ of Mr. Murphy and the deceased was present at the time and immediately came up to the city, reaching here in the night. when some of the friends of the deceased started down after his body. Mr. Clements was about forty <2 and leaves a widow and two children ing on Eleventh street east, near Pennsylvania Avenue, and was looked upon asa very quiet inoffensive man, and was highly esteemed by bis neighbor. Itis stated that the clerk has not been arrested, although a constable was in the village at the time. pc Tue Lytzs Mcrperers.—In reference to the negroes arrested for the murder of Col.
