In reply toa query, Mr. S. said that there were twenty- five clergs in the department receiving an ag- grey compensation of $41,000. T. Hendricks said he almost regretted that Congress was to adjourn so early. He had been very anxious for an early adjournment, but thought that if they remained three or four days longer, they might, by the aid of the Sena- tor from Massachusetts, understand fully the great service rendered by the clerks of this de- partment. According to the Senator's own showing these clerks were now paid higher than any other clerks in Washington. Mr. Fessenden said there was no donbt of the fact. Mr. MeDougal! offered an amendment, in- cluding in the proposed increase the clerks of the War, Interior, Navy, Treasury, and Post Office Departments, Attorney General. The question was then taken on the amend- ment of Mr. Sumner, when it was disagreed to; Mr. Sumner in the affirmative. Ordered to be printed pea referred to the Committee on Af- rs. The House then took up as the special order the bill reported from the Committee on For- eign Affairs to amend the peatrality act. Mr. Banks, of Mass., chairman of the com- mittee, very briefly explained the bill. and said the object was to scale our neutrality laws of isis to the standara of the enlistment act of Great Britain. Mr. B.explained the bill main- ly in accordance with the t in support of it published this day, and alluded to the fact that it repealed the section of the neutrality act antborizing collectors of customs to de- tain vessels on suspicion of being abont to en- gage in armed hostility. The object of the bill is to enable this Government to stand on the same footing with Great Briten. it aiso allows the sale to foreign Governments with whom we are at peace, of vessels of war and arms. Mr. Raymond, of N. Y., opposed the present necessarily basty consideration of this bill, and deprecated the sudden important change in our neutrality laws, which had remained in force from the time of Washington to the present— laws which had commanded the admiration of foreign nations. He thought that more time ‘Was necessary to discuss so important a mat- ter, and he, therefore, moved as a substitute for the bill @ resolution for a joint committee, to be com of three members of the Senate and six of the House, to consider this subject, and report at the next session. After further debate the previous question ‘Was seconded, and the substitute of Mr Ray- mond (for a joint committee) was di to.
