EVENING STAR. “ ASHINGTON crry FRIvAY JUNE} “EF READING MATTER ON BUBRY PAG. SEE OUTSIDE FOX INTERESTING TELE: | GhAPLIC AND OTHER MATTER THE STAB AND THE CHRUN(ULE © article upon the award of the Goverament | advertising under the new law, candidly sd- mits the STAR surpasses it in circulation. But that we bave printed as large a number ef papers. charging, as we do, more | than double the subscription rates of the Star, er the close of the war, is what we have never intended to claim. | As the Chronicle asserts ubat it bas never claimed that its circulation was greater at the | present ime than thatof the Star, we presume | it t= by inadvertence that it keeps a standing head over the Letter List advertisement to the effect that it is published in that paper as «baving the largest circulation.” As the Chronicle would not certainly wish to be un- | truthicl m the matter, it will doubtless | promptly displace this heading. Concerning | ¢ the (hronicl¢’s claim to having had treble the | circulation of the STAR during the war, we thick it may be true during that portion of the reach of the city, sed when the Chronicle, bein i a morning paper, and having the monopoly of | army suppty, certainly issued a very large edition. But we clatm—and this fact the Chronicte | will probably not deny—that there never was a time, during tne waror at any other period, that the STAR did not far surpass the (Chronicle or any other Washincton paper in city circu- Iation. In reference to the question of the ad- | Verusing receipts of the two papers, the Cura ile does not attempt to controvert our alleg: tions that the STAR'S new advertisements for Chroni new advertisements nearly two to | one, but says it rests its claims on “the official | quarterly statements of the collectors of in- rnal revenue tor the District of Columbia,” which bt to be “conclusive,” and says ethey ce ly were not imterested in miiing out 9 the Chronicle or against the STAR | To this we answer ihat the collectors of re enue have nothing more to do with the matt than to accept such returus as are made to | them: and if they were asked, they would | probably say that it isa very common pr | partes to make portly retar. of business dow amour using dodge. House of Representatives passed the amend- ment. which was so fully discussed in Com- mittee of the Whole, increasing the Pay of as- sistant assessors of internal revenae. Suc’ fe however, is not the case. The amendment incressipg their pay one dollar per diem for such time as they are actually employed, was agreed to in Committee of the Whole, but seems to have been lost on the final passage of the bill. lt may, however, be revived again in the Senate, as the revenue bill is now be- fore the Finance Committee of that body. It is certainly very bad economy to Poorly pay this class of public officers. The paltry amount of increased pay denied the assessors by the failure to pass this amendment (offered by Mr. Woodbridge, of Vt..) seems quite insignificant compared to what the Government's loss must be by inviting an incompetent class of men to fill these positions. It is a well known fact that men properly qualified for the Position are leaving the service every day, in conse- quence of not being able to live on the star- vation pay given them under the present law.
