THE OFFICIAL ADVERTISING. ‘The adoption by Congress ot a law making it obligatory on the Heads of the Departments to publish their official advertisements of all descriptions in but the two daily newspapers ef Wasbington having the largest circulation, bas induced an exhibit on oath of the bona fide paid circulation of the Star, Chronicle, and | Intelligencer. 1t has been as follows, according | to these exhibits, viz Star. -7,715 copies per day. Chronicle 5,063 “ Intelligencer ..0+...0-.35532 & “ ‘The above is independent of the circulation of their other editions: tri-weekly, semi-week- ly or weekly. Noother Washington papers entered the lists as contestants. ‘The Chronicle proves a total issue of 492,552 copies of its daily and Sunday issues within | the Isst three months; while the Star proves j & total of 609,494 copies of its daily issue (alone) in the same period. | ‘We publish these facts and figures simply j im justice to ourselves, as demonstrating that | the claim of the Chronicle wo having the largest | t circulation is of the same unfounded charac- ter as its claim to having the largest adver- | tising patronage. We took‘occasion lately to | sbow from the advertising columns of the | Star and Chronicle for the two last official quarters that the total number of new adver- tisements in the Duiiy Chronicle for the six months ending March 31, was 4,507, or an ay- erage of 29 per day. and that the number of new advertisements in the Datry Star du- Ting that tume w@s 9.(>3, an average of 58% per day. e Consequently, it the Chrowjcle’s claim of baving the largest advertising receipt: had the slightest foundation in fact, it only proved that the Chronicle's advertising charges must bave been very much higher than those of the Star. Itany unsophisticated advertisers have been paying such higber rates im the Chronicle, on the supposition that that paper had the largest cireulation, they will see by this of- ficial showing that they have been the victims of a serious misapprehension. HOW IT WORKS. The return of American securities from Europe, and the consequent drain of specie from this country, will not, in our opinion, materislly affect financial interests here: be- cause there is a natural check upon such ex- ecbanges which will inevitably lead to a reac- tion in our favor in the ordinary course of events. As bonds come home and gold goes out our currency falls in value: and as gold advances, our specie paying interest bonds, though nominally enhanced, are really depre- ciated in the same ratio as the currency; and thus it is no longer to the interest of foreign boiders to send them home for sale in this market. To be sure a financial panic in Eu- Tope, by forcing holders of securities to sell, would lead toa crisis more or less damaging dere, according to its extent and duration. : PARDONED. On the recommendation of Admiral Shu- brick, U. S. Navy, Governer J. Madison Wells, of Louisiana, and others, the President yesterday directed a warrant of pardon to be issued to Lawrence Rousseau. of New Orleans, Louisiana, for the part taken by bim in the late Tebel service. Mr. Rousseau once occupied the eminent position of a Commedore in the Unattea States Navy. DESTEUCTION OF A LIGHT-HOUSE. Information has been received at the office of the Light-house Board in this city, that the hight-bouse at Bay Point, Port Royal harbor, Wasentirely destroyed by a tornado which visited that vicinity on the 29th ult. CONSOLIDATION OF Leake PH OOMPA- We learn that a consolidation of the three reat telegraphic companies, the “American,” the «United States,” and the “Western Union,” has juet been effected, with a joint capital of $50,000,000. This gigantic concern will now eon- trol every wire in the Union, with the excep- tion of the single route between Washington and New York. It has some 3,000 offices, and the monopoly of the right of way over every railroad line in the United States. The length of wire of the consolidated companies is 99,000 miles, and the amount of business done by the companies last year was $4,420,260.5S. It would seem that this consolidation ends all hopes of any successful rivalry against such a colossal monopoly, and we hear already that a raise of telegraphic tolls is threatened. This is bad news tor the newspaper folks and the Public Seueraily, though it may be true, as stated, that the three lines could not be ran in com. petition without heavy loss. RY FREDERIOKS- A site was selected last week by Lieutenant Colonel J. M. Moore, A. Q. M., fora National Cemetery at Fredericksburg, Va., anda num- ber of workmen are now engaged in laying it out. The Cemetery is located on the east end of the high bluff overlooking the city of Fred- ericksburg, known as St. Mary’s Heights. The spot selected embraces about five acres, at the point where Sedgwick’s Corps charged in his flank movement during the battle ef Chancel- lorsville, and, it is believed will be one of the most beautitul burial grounds thus set apart by the Government to receive the honored re- mains of our gallant dead. This Cemetery will contain the bodies of all the men who fell in the two engagements at this place, besides those who tell at Chancellorsville, Wilderness and Spottsylvania Court House, estimated at not Jess than 12,000 bodies. Itis contemplated to have this ground dedicated by the pro, cere- monies on or before its completion. Quite a large number of the men who were buried in trenches on the Fair grounds have been ai- ready removed to the Cemetery, THE SIX HOUR MOVEMENT. Monday night, the friends of the ticket nominated in the Fifth Ward, headed by Col. James A. Tait for Alderman, accompanied by the band of the 2d mfantry, called on Col. Tait and Mr. J. V. In other wards the successful candidates for office have been similarly com- plimented, SENTENCE REMITTED.—The President to-day granted executive clemency to Thomas Mc- Manus, convicted of an aggravated assault nnd battery in the Criminal Court of this District, at the November term of 1565, and sentenced to one year’s imprisonment. In consideration of bis subsequent good conduct his pardoa was recommended by a large number of the citizens of this District. Judge Wylie, before whom he was tried, states that his sentence, although just, was a severe one.
