In the absence ot the Presicent, Jobn H. Semmes, Esq.. the Vice President, Mr. Samuel Bacon, presided. He stated the object of tne meetirg to be the consideration of the bill introduced into the Senate of the United States, depriving the Cor- porations of Washington and Georgetown ef their cbarters, so far as it affected the business interests of the District: and proceeded to read the section providing for (increased) taxauon on real snd personal property, sales of mer- chandise, &e.; also, the section naming the officers of the District under the proposed Inw. He said it was stated - persons who had care- fully analyzed this bill, that the salaries alone would cost $320.100 per annum, leaving little er nothing for the improvement of the city. Mr. A. K. Shepherd moved the appointment of a committee to prepare a remonstrance against the bill, in so tar as it atlects the busi- ness interests of the District. He had always been of opinion that the District should be governed by but one power—either municipal or congressional; but with the general pro- visions of the bill the Board had nothing to do, and should confine their protest to its effect on our business interests. Mr. Jobn Mitchell said that whenever na- tional aay was introduced into our mani- cipal affairs, Congress was always opposed to this Corporation, and it was so now. submit if Vongress dictates. Our hands are tied, and we must go under. We must choose between this bill and negro suffrage, and of the two give him this bill. The Chair said this bill provided for negro suffrage. as, under its provisions, white and Diack citizens were entitled to vote for tne Dis- trict delegate to Congress. Mr. Sioussa contended that negroes could not vote under the bill; that it did not make any such provision, and negroes could not yote under existing laws. Mr. A. Shepherd said the bill repeals the city charvers and all existing laws for this District dimiting suffrage to white citizens, and there- fore if it was passed in its present shape the negroes were entitled to vote under the civil rights bill. Further discussion ensued on this point, ‘when Mr. Mitchell rose to deprecate any po- litieal discussion, although the political ana business aspects of the city could not well be separated. He suggested a general meeting of the nierchants, or of all citizens of the District, to protest against the obnoxous features of the measure Mr. Sioussa thought opposition to any par- ticular section of the bill would not be so ef- dective as opposition to it as a whole. The Chair thought it best to remonstrate Against the most oppressive features of the bill, so that if passed at all it will be in the least objectionable form. Mr. Sioussa thought this bill was to take the place of the bill granting negro suffrage. Mr. A. Shepherd wanted to know, if that was the case, why the words “white male citizens” in the charter were left out of this bill. Mr. John R. Elvans hoped the political as- Pectot the question would be as far as pos- sible separated from its business aspects in this discussion. He announced himself, like Mr. Shepherd. in favor of a consolidated govern- ment for the District, and offered a resolution that im the opinion of the Board of Trade the interests of the District would be best sub- served by a homogeneous government, instead of vy five different powers, as at present: also, recommending & revision of the civil code. Mr. Orme hoped the meeting would adjourn to meet on some other evening when there could be a tuller attendance to act on the im- portant questions under consideration. If pol- rucs were introduced into the Board of Trade it would kill the organization. He said the people of this city were disgusted with the corporation and its heavy expenditures of $130,000 for building a school house, and the digging out Of the canal at this time. The peo- ple would sooner surrender the charter than not. Mr. Sioussa concurred in these views, and Spoke of the disgraceful action of the present corporation, particularly of the Connells, and of the business men being run out of their stores by the stench arising from the canal. Mr. Eivans urged the necessity for action on ‘what he termed his particular hobby. being the bill for limited parmerships and other meas- - Bres necessary for the business interests of the District Mr. Mitchell would like to see the other end ot the District (Georgetown.—Rer.) present when this matter of the bill repealing the char- ter was considered, which he was more op- posed to the more he thoughtof it. He sug- gested * public meeting of the citizensof Wash- ington and Georgetown at the City Hall. Mr. Orme was under the impression that if & public meeting of the citizens was called they ‘would vote in tavor of repealing the charter. Mr. Sioussa offered a substitute for alr. Shepberd’s resolution by having the Chair ap- point a committee of citizens of Washingt and Georgetown requesting them to call a ublic meeting at the City Hall to consider the il. Mr. Orme opposed the resolution. Mr. Mitchell suggestea an adjourned meet- ing of the Board of Trade at the City Hall, Mr. Morrill to be invited to discuss the mat- cer. Mr. Elvans said he understood Mr. Morrill ‘was anxious to explain th bill to the busin: ss men of the District. Clarke, were appointed a committee to make arrangements fora reunion and pic-nic, to be held some time next month. ithe ee Sent To BALTIMORE FoR TRIAL.—Last Tues- day, detectives Clarvoe and McDevitt arrested Charles Dean, alias Charles Weiss, upon a charge of stealing a horse, the property of Jos. Riddlemoser, of the Fountain Stables, Balti- more. The horse was recovered. Dean stopped at Barnum’s Hotel, in Baltimore, and sent to the stable for a horse. The igs ney! having ascertained that Dean real. pped at Bar- num’s, supposed all riglit, ona sent the horse, and Dean disappeared with the animal. When arrested, Dean, who is a des; character, was well armed. A brace of p were taken from him.
