The Senate passed this morning, without de. bate or divisson,a joint resolution providing for the appointment of an «Additional Secretary of the Navy.” This appointment itis under- stood, will be conferred @pon Uaps. Fox, and will give him an official position daring his projected tour in Earope—a merited compli- ment for his arduous services during the re- ceat war for the suppression of the rebellion. The latter was represented by the Assistant Secre- tary of State, Fréderiek Seward. The session did not continue much over an hour. THE FUNDING LOAN BILL, It is understood that a majority of the Senate Committee on Finance, while not perhaps ap- proving the features of the tunding loan bill introduced by Mr. Sherman, have voted to permit him to report it somewhat amended. BECONSTRUCTION IN THE SENATB. On Monday next, Mr. Fessenden will call up in the Senate the proposed Constitutional amendment, passed last week by the House 1t will doubtless be somewhat amended. meee TERIAL OF SMUGGLERS. The Treasury Department has received in- formation through the report of an agent of the customs, written from Rochester, N. ¥., a few days since, that the efforts of the Ger- ernment in breaking up smuggling on the northern frontier continues to meet with suc. cess. Two smugglers cases have recently been settled in that city: one Green, of Malone, N. Y., who was sentenced to pay. a fine of $700 and costs, and to be imprisoned for three months; and the other, Mooney, the Chateau. gay lawyer, who was sentenced to pay a fine of $50 and costs. (Quite a large number of other smugglers are awaiting trial. THE DISTBICT IN CONGRESS. In the House to-day, Mr. Ashley introduced & bill (which was referred to the District Com- mittee) incor ting the American Cotton Company of the Disttict of Columbia, with W. G. That portion on Virginia avenue will be of frame and contain 76 stalls, which it is expect- ed will be ready for occupants by the ist of July, and that fronting on Delaware avenue of brick, over which it is proposed to have a hall. Farquhar, and the sab-contrac- tors, Messrs.
