Lowry, P. M. Pearson, Lemuel Williams, Charles Vincent, Gilbert L. Giberson, Charles Bradley, Fitzhugh Coyle, and James Lauren. sor Mr. J.C. Brent, from the committee on the subject, reported a constitution which was read and unanimoesly adopted. The first article sets forth that the object of this association are to cement and strengthen the mterest and associations arising ont of a common residence for along period in the same locality, to keep alive the reminiscences of the past and the social and fraternal communion of the present and the future. Assuming that, as the oldest residents of the District, we cher- ish th» greatest solicitude for i:s Prosperity, it be for the association to lend its aid in every way to its prosperity and improvement in good order, right government, and social in- tercourse, hospitality, and in courtesy and re- tto all public functionaries and authori- ties, without regard to sectional or Political Gistinctions. The qualifications for member- ship remain as before, viz:—s0 years of age: a resident of the District for 40 years; and the payment of a fee of one dolar. Besides the officers previously elected, thir- teen Vice-Presidents, in honor of the 13 origi. nal States, are provided for. Mr. Jas. Clephane, who came here in 1817, gave some interesting reminiscences of the cit; at that day. In that year he paid $25 to reac! here from New York, the journey occupying pony en i mn Sete amt few houses ia the city then, and most o: em on Capitol Hill. ‘Whatis now the Botanical Garden was then a park, and on the opposite side of the Capitol, the windows of which were then blackened with smoke, Congress was in session, at what is Bow called the Old Capitol. The first man executed in Washington, was hung in that year, on Capitol Hill. His name was McGirk. and bis body was interred inja grave yard, and some of the friends of those who were interred in the grounds resurrected the body twice, but after it was buried the third time it was al- lowed to rest. The association then elected eleven vice pres- idents, who, with Messrs. Force and Bradley, constitute the uumber —— by_the new constitution. Messrs. Dr. William Jones, Dr. John B. Blake, Channcey Bestor, Lewis John- son, Thos. Havenner, Col. Peter G. Washing- ton, Erasmus J. Middleton, Col. Jobn S. Wii- iiams, Washington Young, James Clephane, and John F. Calian were elected. Mr. Brent offered a resolution for the ap- pointment of a committee to report a form or design for certificates of membership; which was adopted, and Messrs. Brent, Biake and Coyle were appointed. Adjourned. ——_¢—___. Tae District iN Coneress. — Yesterday, in the Senate, on motion of Mr. Wade, the bill to incor} e the District of Columbia Canal and Sewerage Company was taken up. Mr. Willey offered an amendment, which was agreed to, striking out the proviso aioe: the company the exclasive right to carry freic¢hts and regulate passage on the canal. Mr. Wade offered an amendment to add the same of W. Hi. Nobie, of Minnesota, to the list of corpora- tors. Mr. Grimes counseled delay before final- ly passing the bill, The title to the canal was bot yested m the Government, but in the city, and it was necessary that some conference With or acquiescence on the part of the city of ‘Wpbington should be had before we legisl this property out of their hands. He moved to recommit the bill to the Committee for the Dis- trict of Columbia, which was agreed to. The following were then taken up and passed:—The bill to prescribe the mode of settling the accounts of the clerk of the Supreme Court for the District of Columbia; the bill to incorporate the Women’s Hospital Association of (he District of Columbia; the bill to preserve evidences of marriage in the District of Colum- bia; the bill to imcorporate the National Safe Deposit Company of Washington; the bill to exempt the property of debtors in the District of Columbia from levy, attachment, or sale on execution; the bill to amend the act incorpo- rating the Mutual Fire Insurance Company of the District of Columbia; and the bill to incor- porate the Potomac Navigation and Transpor- tation Company of the District of Columbia. McDevitt told the Justice that he did not have the prisoners arrested through fear of them, but for the public good, by showing these roughs and their backers that the time has passed when men are to be murdered, robbed and beaten in the streets of Baltimore, and the ccrmunals escape because witnesses fear to ap- pear against them. Gamble had threatened laat if McDevitt appeared t him he would not see Washington alive. Gamble asked officer % ff he heard any such threat. Ninety-three replied that he did not. Another Officer, named Reot“promptly spoke up, “Yes! You did say £0, for 1 you.” The officer was surrounded by the roughs and fancy, and Root showed that he did not fear to do his duty.
