Oficial reperts received by the Bureai Refugees and Freedmen from the State of Ar- | kansas, for the month of er ca | rations were issued to 4,501 refugeesin Feb- ruary, against 2,310 in the preceding month, and that rations were issued to 567 freedmen, | against 547 in the month of January. The j number of destitute refugees who have been sepplied from the Government stores has in- creased, as anticipated, nearly 100 per cent. since the month of January. It is anticipated that the issues for March will be fully as great | as those in February, will be somewhat re- | duced in April, and discontinued in June, ex- cept, oho og to the few who are entirely un- | able to work. No issues are now being made | to freedmen, except such as are wholly unable to tabor. and who have no one to depend upon to supply their wants. The report states that thus far all efforts to induce the civil sutborities of a single county to make an attempt to provide for theirown + whether white or biack, have utterly Fuled. Some assert their inability to do so at present, and others appear to be indifferent to the matter. DISHONORABLY BISCHABGED. Private Samuel Tranell, company C, 5th U. S. cavalry, was tried by a court-martial, in } this city, on the charge of “Desertion, conduct | rejadicial to good order and military discip- Tun laroeny and selling Government property | entrusted to his charge.” He was found guilty of all the charges except desertion, and guilty of absence without leave. He was sentenced | to be dishonorably discharged from the service, and to be confined at hard labor at Fort Dela- ware for one year. FRACTIONAL CUBBENOY. An entire “reconstruction” of the politics of the country seems inevitable. In his first yeto the President boldly defined his position, and that able paper gave evidence of his sound judgment and far-reaching statesmanship. This was followed by his telling speech of the 22d of February, sharply defining the line which separated nis policy of restoring the Union from the radical policy of obstructing such restoration. The boldness and frankness of that speech was worthy of af chosen raler addressing @ free people, and seems to have appealed almost as strongly to the sympathies and admiration of the British People as to our own, judging from the comments of the Eng- lish papers lately received. Still, not satis- fied with the warning they had received, the radicals were determined to apply another testin the passage of the so-called “Uivil Rights Bill.” This issue has been as promptly and boldly met as the former, and the second veto message, with its searching analysis of the bill in question, its convincing arguments against the proposed legislation, and its clear and for- cible statement of the policy adopted by the Administration, is slowly but surely exerting a mighty power in obliterating old Party land- marks and fixing new ones. The result must be the establishment of a great na- tional party, having but one Object stead- ily in view, and that object an early restoration of the Union. We fought four years with rebel armies to accomplish that end, and if necessaay will fight the radical opponents of reeonstruction four more, and the victory mast be as complete in the one case asin the other. The issue is made, The President appeals directly to the people, and they will sustain him. Con- necticut (on Monday next) will be the first State to speak, and although parties there are ina transition state, and the good leavyen has not had time to do its work, yet we apprehend the result will be such as to gratify all who are in favor of the Union, governed by white men, for the benefit of the whole people. Consumers who fondly anticipated a general fallin prices corresponding with the fall in gold are disagreeably surprised to find many articles of consumption absolutely taking the upward shoot. Butter has astonished everybody by mounting to 8 and 90 cents per pound, inducing the belief that a combination or speculative movement is at the bottom of the rise. It seems, however, that the difficulty lies in the fact that the entire country is bared of stock, and it appears probable that the new crop of butter, which may be expected in fair supply by the 10th of April, will have no competition this season with the old crop, as it is evident that the old crop will be cleared ont. We see first quality butter quoted (wholesale) in the New York markets at 60a65. This 1s poor comfort to but- ter eaters, but it is the best we can give. The same fact—a cleared out stock—accounts for upward prices in some other articles of pro- duction.
