Whatever ma; be the result of this daring return to what is called “old constitutional form,” and however may be viewed by the legal authorities be- fore whom it will be speedily brought, it must be regarded as one of the most decided and vigorous protests agaist alleged usurpation which have occurred in our prosaie, peaceful and order-loving times.
