THE FREEMAN CLARKE LETTER. The Committee on Ways and Means of the House of Representatives appointed yesterday &sub-committee to visit the Treasury Depart- ment to investigate the alleged discrepancy 8: between the report of the Secretary of the Treasury and the statement of Mr. Freeman Clarke, in regard to the amount of money now im the Treasury. After an examination of the books the ed that the exhibit made by Secretary McCul- Joch was correct, and it was so announced by Mr. Hooper to the House. In the letter referred to, Mr. Clarke reiterates his statement, denied by Mr. McCulloch, that | ‘there was on the 2ith of February last at least one hundred and fifty millions of dollars in the United States Treasury, including deposits in the National banks. Mr. Clarxe attempts to show that instead of there being at that time Only $111,140,632.29, as stated by Mr. McCul- loch, there was really $170,465,950 on hand. ‘Mr. Clarke also says that neither of the month- ly reports of Secretary McCulloch for the last few months has shown within $50,000 the ac- | tual amount of money in the Treasury; and @lso, that instead of having 9 deficit on June will really have a surplus in the Treasury of mearly $200,000,000, making a difference of '&312,000,000 in the estimates, or more than enough to carry on the Government to July, As above stated, the Committee report that the exhibit of Secretary McCulloch is correct; and Mr. Clarke is thus leftin the awkward po- sition of having assailed his superior ‘officer quite at random, and has established nothing but his own ignorance of the mstiers upon Which he essayed to treat, and his utter unfit- ness for the position he holds. General Howard received a communi- cation from Centerville, Queen Ann's county, Md. dated March 13, 1866, informing him of outrages committed by gangs of rowdies iu that vicinity on colored people.
