The second reception of the Secretary of the | Navy and Mrs. Welles took place lastevening, | and was noticeable for elegance and good taste | The Secretary and his estimable lady spare no pains in making every possible arrangement for the convenience and comfort of the guests. It was much regretted that Mrs. Secretary Welles was unable toreceive her friends owing to a slight indisposition; her office was most gracefully performed by Miss M.C. Morgan and Miss M. A. Curtin, Secretary Welles’ mieces. The arrivals were few until about 9o0’clock, when the thronging of carriages at the door, | discharging their occupants, soon filled the spacious parlers with gaiety and animation. Among those present we noticed Secretary Harian and daughter, Attorney General Speed, Chief Justice Chase and lady, of the Cabinet; Baron Gerolt, Sir Frederick Bruce, and Senor Komero and sister, of the Foreign Ministers, with several members of the different foreign legations. The army was well represented by | Major General Sherman, Major General An- | gur and lady, Major General Meigs, Major General Barnard, Major General Brice and €vione! Hodge and lady; and the nary by Vice Admiral Farragut and lady, Admiral Porter and lady, Admiral Dahigrea and lady, Admi- ral Subrick and Iady, Admiral Davis and lady, and Captain Fox and lady, William Faxon, | Esq., and lady, Judge Holt, Senator Dixon and | lady, Jadge Grier, Marshal Gooding, General B. F. Batler and Jady, and a large number of Senators, Representatives, Army and Navy Officers, were present. FREEDMEN'S BUREAU. General Howard is in receipt of late official reports from several of the Southern districts, all of which give highly encouraging accounts of the return to peace and prosperity of the so lately disorganized classes in the Gulf States. General Wager ayne, Assistant Commis- sioner of Refugees and Freedmen in Alabama, writes under date of January Isth, that an in- teligence office has been established in Mont- gomery. An association has also been formed an Morroe county called the Agricultural As- sociation. which is not only an intelligence office in effect, but also a provision for the destitute. In Conecat county a similar asso- tien has been formed and is in operation, and the Assistant Superintendent of Montgomery is furnishing laborers at the rate ef fifty per dny. MUTILATING GOVERNMENT PROPERTY. Three ladies who had catled upon the ladies of the Executive Mansion yesterday afternoon, were detected in the act of procuring relics in & rather surreptitions manner. One of the gentlemen in attendance at the White House observed the ladies referred to cutting pieces vt of the curtains, and stripping off tne paper from the walls of the East m. They were arrested and given into the custody of the White House guard. who teok thein to the police station. The ladies seemed to be highly respectable.and greatly ashamed of having been Getected, saying by way of excuse, that they heard the curtains were all to be replaced, and the walls newly repapered. LAND GRANT. In part satisfaction of the internal improye- Ment grant of SW acres to California, the General Land Office has transmitted to the Governor of that State two authenticated in- struments, numbers 1 and 2, embracing tracts, containing 21,040 acres, which were s lected by pares in virtue of State warrants. Ry the instruments above mentioned, the fee simple title to these lands is vested in the State, whose authorities can now confer complete utles vpon those persons who made the selec- tions with the aforesaid warrants purchased trom the State authorities. Vanderslice from all guilt. DISMISSAL3 Capt. R. D. Pettit, 2th V. R. C., was tried before a military court martial, at Alexandria, en the charge of conduct prejudicial to good order and military discipline, and sentenced to be dismiseed the Service. It will be remembered that something of a panic was created in the English money mar- ket by the appearance in the London Times of a long article, endeavoring to prove that American monetary resources were about to collapse; basing the opinion on the fact of the great increase in the quantity of goods ex- ported from Great Britaix by the United States, inexchange for which very little gold or produce was given. An able article has since appeared in the SheMeld /ndependent, which attracts much attention, and is general- ly admitied by the leading English papers to be a masterly refutation of the arguments of the Times, and shows the financial resources of the United States to be on a perfectly sound basis. LATE FROM THE PLAINS, Advices from the “Plains” received at the Bureau of Indian Affairs, on the 1Sth instant, state that three scouting parties, sent ont on the Republican fork of the Pawnee river, on the 13th imstant, had returned to Fort Lara- mie. Ove was attacked at the crossing of the Blackwater by 200 Indians. None of the scouting party were killed or wounded; and our Joss was only three hundred head of cattle. The Pawnee Company of scouts ran into another band of Indians, and captured stock, robes, &c. The weather is described as in- tensely cold and the snow deep. Col. Brawn reports the Indians to be gathered in consfaer- able numbers in that country. CONGRESS. The Senate is not in session to-day, and the House session to-day is devoted to speech- making upon the constitutional representation amendment, the vote upon which is to be taken on Tuesday. Mr. Green Clay Smith finished his speech to-day, and at this writing Mr. Ba- ker, of illinois, 1s pounding away upon the same subject. It is thought now, froma count of noses, that the amendment will pass, if at all, by a majority falling very far short of the requisite two-thirds. Suspicion fell upon a man named James Sampson, living near by, and he was arrested by the officer and taken to the station. This morning the charge was heard by Justice Handy, but the evidence not being sufficient, be was dismissed. The ques. tion was raised as fo the power of the Court to refuse to grant licenses, when a Person bas otherwise complied with the law, and was arm gned by W.S. Cox for the Levy Court; and Messrs. Morgan and Schmidt for Mr. Martin. The Court decided that the Levy Court had the power to refuse to grant license.
