The report of the Georgia Commission to prepare a syctem of lawé for the government of freedmen has been made. It provides that all persons of color shall have the right to ac- quire property, make contracts, sue and be sued, inherit property, and give testimony in all civil cases where the rights of colored per- fons are involved, and in all criminal cases when the accured is a person of color. The report recommends the organization in each county ofa County Judge, in which precisely the same redress will be afforded the negro as is afforded the white man. The Governor in recommending this report. says: “ While we intist upon occupying, im relation to the freed. men, the position of the governing class, let us tully and fairly meet its responsibilities the late convention of colored people held at Angusta, Georgia, resolutions were adopted opposing universal suffrage, but favoring the voting off{such colored men as can read and write well, with the addition ef property quali- fications; that all vice and crime among tfreed- men should be discountenanced; that the Freedmen’s Bureau should compel negroes to work, and make contracts, if they refuse to do £0 voluntarily; that Southern property shouid not be confiscated; condemning the proposition that the Southern States are practically Terri- tories, The Herald's Richmond correspondence states that one of the Virginia delegation to Congress has telegraphed to Richmond from Washington that it is the intertion of the President to supersede the present State Government of Virginia vy a provisional one. The Savannah Herald of the 25th. instant states that orders ‘have been received suspend- ing the proceedings on the trial ef C. B. Lamar, and a new commission will be organized to uy the case. Gonzales and Pellicer, the murderers of Otero, have been sentenced to be hung on the Sth of March. They received their sentences without emotion. ‘THE MARYLAND LEGISLATURE.—The Senate has unanimously passed the bill authorizing the Mayor and City Couneil of Baltimore to subscribe to two hundred thousand dollars of the capital stock of the Western Maryland Railrcaa Company. ‘his bill had previonsly passed the house, and is therefore alaw. The bill to incorporate the Sonthern Fast Line has also passed the Senate. Among the bills read a second time in the House was one to author- ize the mayor of Baltimore or any judge or clerk of court to solemnize marriages. Joint resolutions were offered in the Senate by Mr. Clarke proposing amendments to the State con. stitution concerning white suffrage in Mar: land, with certain conditions. Pettit, of this place, whilet out hunting yesterday afternoon about 3 o'clock, near the distillery, on the line of the Orange and Alexandria Railroad, a mile or two from town, was endeavoring to get his dog off the track, when the train passed by. He was struck violently by the passing train, and received euch injuries that he died from them in the course of two hours. A coroner's inquest was held on the body of the deceased, by Coroner Beach, and the verdict of the jury was, that he came to his death by carelessuess onbis own part, He leaves a destitute family, who reside at the north end of Washington sireet.—Alezandria Gazette, @7 It is reported from Washington that the House Judiciary Committee, in consequence of the hostile legislation of some of the Southern Legislatures in regard to tne freedmen, have determined to report a universal suffrage bill. Manassas Gap Ratcroap.—The Shenan- doah Hearld says: “We understand that active preparations are being made by the Manassas Railroad company to commence the recon- struction of the bridges, &c., between Siras- burgand Harrisopburg, with as littie delay as possible. [From the Troy Times, January 2%} Bartholomew Higgins, a promising young lawyer of Waterford, was buried yesterday. He died of consumption, after a short ilines: The decesred bad a large circle of friends, w sincerely mourn his early demise. He wae a prominent Fenian—a circumetance which ex- cluded bis remains from being received im the Catholic church of the village. Arrangements bad been made for the funeral services in the church, when a telegraphic dispatch was re- ceived from the bishop, the tenor of which is not known; but as the reverend father in charge, who was a warm friend of the deceased, declined to open the building for the ceremony, itis supposed the bishop refused his sanction to the occupation of the charch for the purpose stated. From this it would erem that the heads of the Romish Church are determined in their opporition to Fenianism in this country. Ropsery or A Bank PorTee.—An mge- nious and successful robbery of a bank parler was committed in New York on Friday jast. The circumstances run as follows: Officer Herman Steliges, of the Twenty. eighth Precinct, was on patrol duty in Carmine street, when he was accosted by & maa attired in a full suit of the regulation Metro; an Police unifotm, who informed him that had been detailed to effect the arrest of a noted counterfeiter, and that probably the troi- man’s aefistance would be required. Belewing the statement, Steliges agreed to lead any Sesistance required. While they were con- versing the unknown man directed the officer attention to a man who carried a tin box on hi arm, passing down the street on the opposite ride, ielling him that was the suspected man, but that it would not do to arrest bim then, as be was merely going to a houge to obtain a fresh supply of counterfeit mon®y, and that be would return with it in a few minutes. Halt an bour had scarcely elapsed before the man returped, still carrying the tin box. When he came up tothe officer, he was at once ar- rested on the charge of having counterfeit money in his possession, which was, however, stoutly denied by bim. On hie making some slight resistance, the strange officer slipped a pairof handcuffs over his wrists, telling the sam to tnke the prisoner to the station- and bave bim locked up, at the same ime saying he would tae the box and its con- tonte over to the headquarters and make a re- port. The patrolman, who is a German, and Lut arecent addition to the police force, very olisbly complied with the instructions of die pown man. Asa matter of course, when the offcer reached the station-house he could not substantiate the charge, and the prisoner wns, for the first time, allowed to make an ex- lanation : He stated that bis name was Thomas Quina, and that he bad been, for over five years, in the cmploy of the Greenwich Savings Bank, situ- ated on the corner of Wayerly-place and 6th avenue. That he bad been in the dailyhabit of proceeding to the Green wich Bank of this city, situated on the corner of Clarkson and Hudson streets, for the ey of making te of checks and cash, and receiving for his bank large sums of money in small denominations for paying over the counter. Healso stated that there was in the cash box, at the time of his arrest, £3,000 in United States Treasury and Netional Bank notes, in ones, twos and fives. So far no success has attended the efforts of the police to discover the successful perrona- torof a Metropolitan policeman, he baving covered his tracks so well that the scent bas been lost for atime. The detectives, however, express &n unwavering belief that their inves. tigations will reeult in the discovery and arreet of the thief, if not in recovering the stolen bonds. THe ATLAS TeLEcRaru.—The Birming- ham (Engiand) Post says:—~Birmingham is again to have the credit of manufacturing the Wire for the new Atlantic cable, and Mr. Jas. Horefall has commenced the work. Througb- out the series of mishaps which occurred in Inying the cable in Angust last, no fault has ever been found with Mr. Horsfall’s homoge- neous wire; and the new cable will be the same as the last in'size, material, and quality. We believe that the conducting copper wire will also be made by Birmingham manufacturers, and the hempen covering of the cable will again be made by Mesers. J. & F. Wright, of Garrison Lane. The manufacture of the cable will be undertaken by the Telegraph Uabie Conetruction Company. The company intend to pick up the cable already partly laid, com- plete it, and their engineers entertain no doubt whatever of being able to doso; and the new cable is intended for a second line of telegraph, the directors feeling convinced that one medi- um of communication between Englanu and America will be altogether insufficient for the commercial requirements of the two continents.
