PABDONS. Comparatively few apphcations for pardon are now coming in at the Attorney General's Office, some days none being received, never more than three hundred. Some time sinee, it will be recollected, that the President directed the suspension of the issue of pardon warrants: except by special order. In obedience to those instructions the Attorney General simply ex- amined the cases and forwarded such as might be fayorably acted upon, to the State Depart- ment, where in immense quantity have aceu- mutated. Yesterday the President ordered that no more requisitions be issued from the Attor- ney General’s Office, thus, for the present, sus- pending most of the pardon business of thatde- partment. About twenty thousand pardons have been granted under the amnesty proclamation. These include eighteen from the District of Columbia, about one hundred from Florida and two hundred from Maryland, the number to each State increasing in tne fol- lowing order :—Missouri, Arkansas, Kentucky, Li ana, Texas, Tennessee Mississippi, South Carolina, North Carolina, Georgia, Ala- bama and Virginia, the last three having about 2,00), 2,500 and 3,000 respectively. The suspen. sion of pardons is understood to be occasioned by the flagrant breach of faith committed by the amnestied, who pledged themsel ves to good behavior, and who. upon their return South, continued their seditious practices. THE CATTLE PLAGUE. The enclosed circular (aiready given in the ‘‘ar—Ep.) is to inform you of the postpone- ment of the North German international agri- cultural exhibition, advertised to be held at Altona next year. In this section of Germany I_ have heard of ttle plague, althouch the English say the ase Was imported from Hamburg. So far us my expericnce serves, the cattle leaving this and the neighboring port of Hamburg are gen- ly ina good and apparently healthy con- dition. Those brought trom the marsh districts of Holstein are among the fattest and flnest beeves in the world. From the reports I have up to this date the plague seems most prevalent in the midland counties of England, Yorkshire, Lincolnshire, Nottinghamshire, Cheshire, Staffordshire, and Derbyshire. There are some cases of itin Russia, South Germany, Switzerland, Han- over, and Holland. From the latter country the English say the disease was also brought to London. RESTORATION OF PROPERTY. Numerous applications for the restoration of property situated in Fairfax and Loudon coun- ties, Va., are being received at the Freedmen's Bureau. Many of the applicants fail to com- ply with the prescribed regulations, and de- lays in the restoration are caused m many cases. Proof of title, evidence of special par- don, &c., are essential points to be observed by every applicant. CE OF THE CHOLERA ™M DIBAFPEARANOE OF Ton ene FRO John Albert Little, U.S. Consul at Barcelo- na, informs the Secretary of State in an official dispatch under date of November 2d, that the cholera at Barcelova has entirely disappeared, there not having been a single case during the pasteight days. On Sunday, the 29th of Oc- tober, the port of Barcelona was officially de- clared clear, and a te deum was chanted in the Cathedral of the city in celebration of the same. THE STUNEWALL, Information was received here this morn- ing that the rebel pirate, Stonewall, delivered by the Spanish authorities at Mayana to our Government, had been compelled, with her convoy, toseek a harbor at Beanfort, Sonth Carolina, in consequence of the gale off the coast. Itis understood that she will arrive here in a few days. CLFMENT C, CLAY. The wife of Clement ©. Clay, ex-rebel Sen- ator, who is now in imprisonment at Fortress Monroe, was at the Executive Mansion again to-day, to intercede in behalf of her husband. She warmly urges her claims for his release, on the ground that he voluntarily surrendered bimeelf when accused of complicity in the as- sassination of the late President Lincoin. THE VETERAN RESERVES. Twelve hundred and fifty men of the Veteran Reserves haye been mustered out by Major La Motte, Chiet Mustering Officer, leaving only about one hurdred enlisted men of this organ:- zation in the department. ‘Phe officers number abont two hundred, and for the present remain in the service. AFTER PABDON. Humphrey Marshal! isin town, and called on the Attorney General this morning for the purpose of urging his claims for pardon.
