From New Orleans there are doubtful rumors of Bagdad being besieged by the Libe- ral. Itis also stated thatthe French admiral had demanded of General Weitzel the surren- der of the stores captured by the Liberals, which was refused. A rumor has reached there that the reason of the sudden disappear- ance of the Liberals from before Matamoros aa oes their being informed that a body of Impe its were marching from to take them in the rear. s “nga General Canby has issued an order restoring the Methodist Episcopal Church in New Orleans, to the Methodist Episcopal Church ofthe South. The Methodtst Conference in Mississippi, which has just adjourned, adopted resolutions providing for the education of the freedmen and their wives and children. The Tobacconists’ National Association held a meeting at the Cooper Institute, New York, yesterday morning for the urpose of appealing to Congress to transfer the internal revenue tax now laid on manufactured articles to leaftobaceo. The Richmond Republic's Washington cor- respondent, writes thus sensibly and truthful- ly under date of Monday last: Every day's observation serves to strengthen my conyiction that the Southern members should stand aloof from both Houses until af- ter the organization, doing nothing more than present their credentials to the Clerk, if even they do so much. If the Southern members shall attempt on the first day, and before the organization, totake part in the proceedings ofthe House; shail claim to be de facto as weil as de jure members; shall attempt, as the Re- ublic forcibly put it the other day, “to sneak in at the back door of Congress” through the intervention of the Clerk, or by means of other quibbles, the result will be that they will pre- judice their cases and will not succeed in get- ting their seats. But by pursuing a dignified, moderate course, such as that indicated, that will gain the respect of all men, including some, probably, who would be delighted by any fractiousness they might exhibit, as it would furnish them an argument for their to- tal exclusion. This Congress is certain to insist that the fall results of the war shall be accepted by the South, and what is meant by that can be gath- ered from the speech of Hon. Schuyler Colfax, already laid before your readers. The North wants nothing for vengeance; it demands every- thing for security. The southern war debt must be repudiated, the national debt guaran- teed against any epi Bad repudiation, slavery in every guise must be utterly extirpa- ted, and the freedmen made equal before the law with the white; and these things being done by a full yote of the people, there the Repub- vem party stops. It demands the executi of no nan, ue expatniauon Of nuur, = riety fiscation of the property of none. It will in- sist, possibly, for years to come, upon the test oath as a qualification of a member of Con- gress, and is sure todo it at the approaching session. it is useless—worse, it 1s criminal—to hide from the Southern people that there is a grow- ing di istaction in Gevernment circles with idences of Southern feeling. Every time Southern community shows itselt so utterly devoid of common sense as did Pitt county, North Carolina, at the recent election, a large portion of the Northern peeple—acting on the principle of ab uno disce omne—exclaim against the whole Southern people as unfit for participation in the General Government. South Carolina, too, has damaged the catse of the Soutbern people incalculably by the code of laws she has enacted for the government of thefreedmen. This statute is considered to be tbe enactment of a system of peonage, if not the virtual re-establishment of slavery itself, and the ratification of the Constiintional Amendment by the Legislature of the State is not allowed the least weight as against the enactment of this code. The Richmond Republic gives the following details of the murder in that city announced by telegraph yesterday: ‘Yesterday morning, between seven and eight o'clock, Hannah Kirby shot and killed her husband, Robert F. Kirby, in the Second Market. It seems that for some time past she had been ina state of great excitement, pro- duced by the suspicion of her husband's infi- delity to her, and thaton the day before yes- terday she came tothe determination to kill both him and the woman she suspected as his paramour, that on that day she procured a pis- tol, bad it ioad nd went yesterday morning her husband's Place of business, at the Second Market, and deliberately carried out her pre- conceived determination as to her husband. She is said to be a woman of the most violent and ungovernable temper. She was not ad- dicted to the habit of drinking, and did me heinous deed cooly and deliberately. The fol- lowing evidence was elicited before the cor- oner’s jury: “John Gen‘ry, sworn.—I keep a fish-honse next to Mr. Kirby's; yesterday morning Mrs. Kirby came there and commenced quarrelin; with her husband, and told him that he had Promised to meet a woman somewhere, and that she meant to see him out; she said, «I will kill her, and you too, you ; she caught hold of his hair and pulled it, scratched his face, and struck him with a chair; he got away from her, left his bench. and went down through the market; she followed him, bat could not find him; she came back and told me to tell him that whenever she met him and her (the woman of whom she was gealous) one or the otber would have to die and go to hell. This morning she came to the market and fol- lowed him; then came down to the fish-house again. She said to him, *You have strack me on account of that woman, and I will kill you and her both, you ’ At this time the ‘woman in question was standing at the win- dow of her house looking at Mrs. Kirby, with ber band up to her face, as if she was maki game of her. She drew the pistol and fired. think the first shot was fi at the woman in the window. The second hot took effect on Kirby. He threw up his hand and told ber to quit her foolishness. She continued to fire, The fourth barrel did not go off. She was arrested by Mr. Hazlegrove, with the pistol in her hand, and she said she would die and go to hell for him, (Kirby) As she attempted to fire the tourth shot she advanced upon Kirby, and was only separated from him hy the width of a barrel. “Kirby lived only twenty minutes after he Was shot.” FINANCIAL.—The New York Uommercial of the 22d says the stock market exhibits more confidence in speculative operations, but with- out any increase of business. Moreattention is paid to the miscellaneous stocks, that haye long been laid dormant, and especially to coal stocks. Some of the latter stocks have been Tun up by cliques, and are selling at prices which would have been thought impossible & month ago. The outside public, however,gap- pear to take little interest in the miscellaneous list. Governments are more active, but weak. The transactions are principally between the brokers and of a speculative character. A leading firm, dealers m Governmentg, sold a Jarge amount at this morning's board, which temporarily depressed quotations. There isa slight investment demand for Five-twenties of the last issue, and for Seven-thirties, sufficient tosustain quotations; but the general expecta- tion does not favor any permanent advance, it being anticipated that the funding policy of the Secretary of the Treasury will ultimately pro- duce agradual decline in quotations. Five- twenties of 1565 declined 4, other securities preserved yesterday's quotations. The money market is inactive. Very little is wanted for street operations, and some of the private bankers are offering at six per cent. on call loans; parties applying for joans however, have to pay seven per cent. The banks are freer Jenders, but are firm in their rates. The Chilian war, by suspending the ex- port of copper from that country, has increased the value of copper, and produces & corres. ponding improvement in copper stocks. Gold is rather firmer, the ruling rates being 147. SALes OF Prorert . Fielder M.
