The President, Mr. Lioyd, introduced the following joint resolution : Whereas it is manifest that something must be done, and thatspeedily, towards abating the Washington canal nuisance; and whereas nu- merous plans have been proposed to effect this most desirable object; therefore Resolved, That the most effectual method to abate at once and forever the canal nuisance is to narrow the same two-thirds the present width and — over, otis suitable man- holes, ps, gates, dc. Mr. prea mad said he approved that idea, but asa greatexpenditure would be necessary to carry itinto execution, the subject had better be referred to the finance or canal committee. ‘In 1859 or 1660 he had offered a similar bill, which went to the canal committee, but was pever afterwards heard from. He hoped this subject would receive prompt attention. Mr. Magruder thought that by narrowing the canal, so as to afford only s nough for two canal boats to pass, turning Rock Creek into it at Georgetown, the current, in running through to the Navy Yard, would sweep out the mud and filth, and not only pu- Tify the canal, but kx it in a nayigable con- ai » This‘method would saye thousands of dollars. The plan proposed was not one of his own, but had been suggested by practical men, including some of our best en- gineers, who assured bim that it wasas eco- nomical as any course that could be pur- sued to abate the nuisance. It had been stated that the new ground formed by this Pp improvement would pay for the work.
