The trains are ex- pected to make through connections in a few days. &7 At the opening of the United States Dis- trict Court, in Richmond, Va.,on Monday last, the singular anomaly transpired of a Court without a Bar. It appears that noone of the Richmond lawyers, save Mr. Martin F. Con- way, could be admitted to practice by Judge Urderwood, owing to the necessity of their previously taking the test oath. Judge Under- wood consented to hear argument of counsel upon the constitutionality and yalidity of the oath. The unconstitutionality of the oath was to be maintained by Mr. J. H. Gilmer, State Senator elect from the Richmond district, while the validity of the test was to be maintained by Mr. Lucius H. Chandler, United States District Attorney. FINANCIA —The New York Commercial of the 16th says that in financial circles there is an evidently improving tone, and we observe more disposition on the part of the capitalist to investin government and other dividend- paying securities. Gold is steady but dull at 1478147. The loan market is working with more ease. There is, however, a fair amount of activity, and the rateis fully 7 per cent. Commercial paper passes more freely at Tao for first-class, and at 10at2 for second. The stock market is steady, but dull. The manufacturers of ribbons, buttons, dress trimmings, lace, &c., who lately organized themselves for the purpose of neutralizing the strike movements of their workmen, who, it is alleged, by means of association, often inter- fere with the business affairs of the employers in an undue manner, held another meeting at Ittner’s Hotel, in Grand street last night. Ata previous meeting a committee was appointed to make a draft of a constitution and by-laws for the government of the association, which was submitted last night, although the atten- dance was not large. ‘he document was read by Mr. Schloss. The by-laws provides, among other things, that in case of a strike of the male and female operatives in any shop, it shall be the duty of the firm totransmita list of the strikers to the president of the associae tion, so that none of these strikers may obtain employment in any other shop. The members of the association who employ such strikers are to be punished by a fine of fifty dollars for each offence. Besides these the association has for its purpose the furtherance of ite particular branch of business im the United States, es< pecially in New York; and it is also the inten tion to obtain a charter. The board of direce tors is to be com: of seven members, who will have to adjudicate in cases when come plaints are made against firms employing par- tes onastrike. In case of astrike the presi<- dent has to call a meeting of the members of the association, in which itis to be investi- gated whether the employer was justified m refusing to accede te the demands of the ope = ratives; and if such is the case all the members of the association are to be provided with a list of the strikers, so that the latter may not obtain employment in any other shop, and be compelled to returnto their former employer. If inany cag operatives suspend peep oe 2 ment for the reason that persons are employed in the shop who do not belong to the association of the operatives, then theemployer has to re- port the names of these parties to the ident, and the secretary has to transmit a hstof the same to the members of the association, with the injunction not to employ these parties, Apprentices who leave their employers before the expiration of their term are to be dealt with in the same way, and members who should employ such persons are to be fined fifty dol- jars in each case. These are the main features of the by-laws submitted, which were adopted. Another meeting is to be held to complete the organization.—New Fork Herald. THE COLLECTION FOR THE SOVvTH.—The col- lection taken up in the different Catholic churches of Maryland, for the relief of South- ern fumilies made destitute by the war, may be said to be now complete and to reach asum a litle short of $12,000. Of this amount we un- derstand that about 86.000 have already been distributed—principally in Virginia, Georgia, South Carolina, Florida and Mississippi. Dorsey and Wm. McUlanahan, late of the Rebel army, assaulted Captain Saune ders, late of the Union army, in Frederick, Md., on Monday last, and the jatter arming himself with a club gave the two a severe drubbing. One of his assailants was subse- quently arrested for cattle stealing in the summer of 1863. Thomas Lechlider, who stole an American flag in Frederick m 18@, and trailed it throngh the streets appended to his horse’s tail, was arrested at Monocacy last week and committed to jail for trial.
