Polymer, No.3 south Gay street. _——_++re-__— SMALL-POX IN GEORGIA Surgeon Lawton, Chiet Medical Officer of the Freedmens’ Bureau at Augusta, Ga, reports to tne Burean here, under date of Nov. 7th, that he has returned from a tour to Atlanta | and Macon; that to Macon being made neces- sary by the prevalence of small-pox. ‘Three ‘weeks previous to the Surgeon’s visit to Ma- con, there were seventy cases of small- pox among the freedmen there, and at.the time of the writing of the report there were 200 cases, with the disease continuing to spread rapidly. ‘The city hospital, under the charge of the eivil authorities. was alsocrowded with small-pox patients. In Atlanta hospital is being built near the city, and Surgeon Lawton is con- | vinced that notwithstanding all he can do there will be great suffering among the sick and aged freedmen there chis winter. Intelligence from the Southern States repre- sents that General Howard's tour of inspection, under orders from the President, has thus far | been of the grentest beneficial results. Me has corrected many errors that worked disadvan- tageously to the barmonions operation of the Freedmen’s Burean, and his visits to Atlanta, Macon, and other points, thongh brief, are spoken of as baving been exceedingly valu- able. NAVAL CANNON. During the war, a large number of old naval cannon accumulated at the various navy yards througbout the United States, which the Secre- tary of the Navy now proposes to dispose of. On the Ist of December, 195 will be offered at ublic antion in Philadelphia, and will be sold ty the pound to the highest bidder. DETECTIVE FORCE. To-day all of the men of Major Russell's mil- itary detective force were relieved from duty. ‘These men all belonged to the Veteran Reserve Corps, which is soon to be mustered out, but as the necessity for t) force has almost entirely ceased it is very likely that another will not be organized. INTERNAL REVENUE RECEIPTS. ‘The total receipts from internal revenue from the 30th of June to the 11th of November foots up the enormous sum of $137,365,382.43, J.D. Braprey, Esq. of the Treasury De- partment, was this morning admitted, on motien of Mr. Cox, to the bar of the courts of the District of Columbia, and will resign to resume the practice of law in the District. PERsoNAL.—John Mitchell has gone to France. -+--Montgomery Blair writes to the Baltimore American denying that he intended to casi any imputation upon the members of the Legisiature which passed the Registration law. Toe dilatoriousness of the Legislatures now in se: n in passing the acts recommended by him as “indispensable” to the restoration of the States, coupled with the arti- cle in the Mobile Register, declaring, in effect, that there must be a “limit to the Northern de- mands on the South,” has given hima apprehen- sions of danger ahead, and in future there will be no change in the control lately exercised by the General Government over those States. In other words, the civil Governments will not be permitted to assume the exercise of their functions until the requirements of the Presi- dent are fully and squarely met. There is no office of the Government so burdened with responsibility ‘nd anxiety, and no man living required to listen to such an endless recital of Plivate griefs, as unsophisticated visitors pour into the President's ear at eyery public interview. President Johnson has few equals in industry. He rises at six, and until breakfast, which is served at half. past seven, looks over the newspapers. Im- mediately after breakfast he goes to the Execu- tive apartments and commences the labor of the day. Furst there are bundles of letters to be read and the replies dictated to the secretaries Applications for appointments, promotions, discharges from the army and nayy, political advice, petitions for Executive clemency and innumerable other subjects are disposed of, but before half completed the visitors haye commenced to flock into the ante-rooms and thrust their cards upon him. Pardon seekers swarm on every hand. Former owners of con- fiscated property pace up and down before the door ot the President's room, and females with indescribable effrontery insist upon immediate admittance. After the most important business of the morning has been disposed of the visitors are admitted one by one, and the President sub- mits himself to the artesian process. This lasts till about half-past one or two, sometimes three o’clock, when the doors of his apartment are opened, and the whole crowd admitted. At such times, Col. Johnson, son of the President, or Col. Browning, the Private Secretary, stands near the President, and takes memoranda as dictated by him on the cases of the visitors who succeed one another with subjects for Executive action, like the dense throng at the post office window. The Presi- dent's manner at such times is always pleas- ant, and gives confidence to the most timid His decisions are quick, and each individual who lays his case befure the President learns in halt a dozen courteous words the final de- cision, When all have been listened to, and the halls are once more empty, the President turns again to papers on his table, until four o'clock, the hour for dinner. After dining he returns to his office, and there generally re- mains until a late hour, seldom retiring before li o'clock. 1n addition to all these duties it must be re- membered that there are distinguished visitors constantly presenting themselves. Represen- tatives ot Foreign Courts, Governors, Senators. Generals, and hundreds of lesser magnitude must be received, each having some important subjectrequiring care and deliberation, while over all towers the greatand ever present prob- lem of reconstruction. Cabinet daysand the Sabbath afford three days of rest from the pet- ty and exhausting annoyances that beset the President, but at no time is he free from the op- pressive weight of national difficulties which now, more than ever before, obscure the future BELIEVED. Mc- Cormick, and Robert Weaver, arrested by Ser- geant Skippon and Officer Beaver for the lar- ceny ofa fine overcoat from H. Ribnitzky, cor- ner of 9th and D streets. MeCormick was dis- missed, and Weaver and Kelly were sent to jail for court. The prisoners are newsboys and bootblacks, and the two committed are old ot- fenders. The larceny was trated on“the 6th inst. and the arrest made on the 12th; but the coat has not yet been recovered. Lizzie Lee, colored, was arrested yesterday by Kelty and Bigley for the larceny of wear- ing apparel valued at $30, the property of Miss Nelly Marshall, No. 62, Missouri avenue She is held at police headquarters for further hearing. William Robinson, colored, keeper of a rat- hole in Murder Bay, was arrested yesterday for the larceny of a pocket-book, containing ten dollars, some papers and daguerreotypes, the property of Edgar E. Pope. The accused was taken before Justice Bates, when it ap- peared in evidence that Mr. Pope, on his way to the depot to go to Baltimore, stopped in a store near the depot to get some cigars. He paid for the cigars, and the cars being about to move, he started in a hurry, leaving his pock- et-book on the counter. The prisoner picked itup and claimed it; showed the daguerreo- types, and said they were likenesses of white ladies, friends of his. Mr. Pope missed the cars, and discovered his loss, and went to the store to inquire about it. The proprietor at once started with him in search of Robinson, and arrested him in the Second Ward, and turned him over to officer Roth. The pocket- book was found on him, but the contents were gone. Justice Rates sent him te jail for court. Onrnans’ Court, Judge Purcell. — This morning, Nancy McFee was appointed guar- dian to the orphans of the late John Mc 7 giving bond in the sum of $500. Sarah H. Ha- guely was appointed cuardiaa to the orphans of George F. Huguely, giving bond tn $1,000. Elizabeth M. de Zeyk was pointed guardian to the orphans of Oliver Whittlesey, giving bond in the sum _ of $1,000. The will of the late Eleanor R. Long, of Georgetown, was fully proven, and letters of administration, with the will annexed, were issued to Jobn Long, who gave bond in the sum of $24,000. Matilda E. Roberts obtained letters of admin- istratien on the estate of Dr. John M. Roberts, deceased, giving bond in the eum of £24,000. Johanna Brown was appointed guardian to the orphans ot Daniel Brown, giving bond in the sum of $5,000. SURRENDERED TO THEONIO AUTHORITIES Last evenmg, Mr. Brown, the warden of the jail, in obedience to the warrant issned by Judge Cartter, on the requisition of the Goy- ernor of Ohio for the y of Benj. W. Allen, otherwise John W. Harris, claimed to be a fu- gitive from justice of that State, where he stands charged witb obtaining money by false pretences, delivered him to Mr. Fleming, who came bere after him. This man was arrested last week by detectives Kelly and Bigley. under the name of D.
