Affairs in Virginia. Nearly all of the candidates for Congress in Virginin who are unable to take the onth pre- scribed by Congress, have withdrawn, and pub- lic opinion there seems to fayor this course The Times, the Whig and the Republic, of Richmond, are all in favor of electing as repre- sentatives to Congress only persons who can take the test oath. The Lynchburg Virgrmman and the Petersburg Express aiso urge the same policy. The Lynchburg Republican and the Saunton Spectator do not think it important to elect men who can take the oath. The Richmond Whig says that Manchester is waking up, that the manufacturing interest: of the town are jnceesing in ce, and the factories now filling large orders, It is un- derstood that recently some wealthy and infiu- entiat Northern capitalists have made exten- sive purchases in anchester: and will short- ly commence extensive improvements thereon Mr. C. P. J. Dimitry, imprisoned by order of General Terry, as the writer of the article in the Bujletin for which that journal was stp- bas been released uv giving bis role not to leave the city of witho permission, and not to criticize the administra. tion of the Government of the United States. Messrs. Cowardin & Ellyson, who contem- plate reviving the Richmond Dispatch news- paper, have leased one of the Purcell baild- ings, corner of Governor and Main street The Dispatch will be issued about the ist of November. The Enquirer will be issued on or about the 15th instant. An attempt was made to destroy the Spots- wood Hotel by fire Friday morning, bat was frustrated before the flames had made mach progress. The Richmond Republic says:—“ We are au- thorized by several prominent and influential citizens of Pittsylvania county to request the commissioners, who will superintend the elec- tion of a Representative in the fifth Congres- sional district, to opena poll for Hon. J. M Botts at every precinct in the district.” During the month of September $400,000 worth of tobacco, bonded at £160,000, was shipped from Richmond to northern ports. One hun- dred and seventy thonsand pounds of tobacco was shipped from Richmond on Wednesday for Europe Dr. Martin was shotand killed near Char- lottesville by an intoxicated Federal oMcrr, who went to went to the residence of Colonel Heiskell, the brother-in-law of Dr. M., toarrest the Colonel. The Lientenant was brought down to Richmond by Capt. Foster, and by order of General Terry ironed and lodged m prison. Gen. P. T. Moore will leave Richmond in a few days on atour through the northern and northwestern States, in order to consult with prominent business men upon the subject of the organization of the National Express Com- any. oes weekly paper is soon to be started at Warrenton, to be called the Virginia Sentine!. The First National Bank bas been organized ip Staunton, Va.; Alexander H. H. Stuart, pres- ident. The October term of the London county court commences at Leesburg to-day. Syxnop or Virernia—The Presbyterian Synod of Virgima met at Lynchburg on Wednesday last, and after the usual opening religious exercises and a short address, ad- journed. On Thursday, Rev. Jonn M. P. Atkinson was elected moderator; and Dr. Ramsey. chairman of the committee on the state of the Chureh, submitted a lengthy report. The report recommends that no question be raised as to boundary lines between the State of Vir- ginia and West Virginia, and that the Synod should embrace the whole territory heretofore ineluded. together with that portion of Mary- land now within its jurisdiction. The status of the colored population having been changed. the duties of master and servant had ceased to exist, but the law of love still remains, and it becomes the duty of the superior race to do all for the socif! and religious advancement of the negro. The report further recommends the establishment of a religious ery which should be fully sustained and ably edited speaks of the ministerial duties of ministers, and closes with a eulogy on the ecclesiastical union of the two churches. So much of the report as referred to the publication of a vews- paper was referred to a special committer. One thousand dollars were raised on the floor of the Synod to enable the churehes of the State to su) pply themselves with suitable tract«, Sunday ras ao books, and other religious read- ing. A motion was made that that portion of the report referring to the instruction of colored persons be referred to aspecial committee, with Instructions to report at Lhe next meeting Of the Synod. which led to considerable discussion: and, without arriving at any conclusion there- on, the Synod adjourned till Friday. TROUBLE AMONG THE EMIGRANTS.—A lot of German emigrants who bad been brought bere from New York, to work for one of the farmers in a neighboring county, were in Court yester- gay to show cause why they should pot pay the farmer the amount he had expended for their transportation trom New York. ltap- —— that they had signed a contract, which ad been written both in English and German, by which they obliged themselves, and families. to work for eighteen dollars per month and found, tor the space of six months. After reaching the farm they refused to allow their wives to work tor the farmers and alleged tha: they did not so understand the bargain, bat there it was in black and white; and so it was decided by the court. It appears that the great trouble, thus far, wi the emigrant scheme, has been to get the women to work. Men with families sre willing to work on the farms of their employers, but they want their Wives to remain in their quarters to cook and wash, wait on the babies and raise chickens, &c., and this appears but reasonable: give the men less pay and let their wives remain at home to look out for their comfort ana con- venience; or increase their pay and do mot fur- nish supplies,—Norfolk Post, 7th. Tue Fret Market.—Judging from the ap- pearance of the wharves and the private yards, the supply of wood and coal on id is rather light for the present season of the year, but sales are tolerably brisk. The few cool days of the past week have set people to work ex- amining their coal bunks and wood cellars, in order to be prepared for the coming winter. The retail rates are as follows, with an up- ward tenden¢y:—Fair quality yellow pine, $6.50 per cord; best quality, $7.50; oak, to $6.50; hickory. $9, and but little im the market of the latter. Soft white ash coal, $11.60 per ton, and $12 for Lyken’s Valley. Many of the retail dealers in coal declare that the Baltimore market ‘© monopolized by two or three heaviest dealers. —Balt. pa hag ad Tue Dry Goops Market.—The trade ie week has been, upon the whole, dull. Toward “74 a rte gold had the effect of re- yiving confidence in prices, and brought in an increased number a on resulting in an improvement in the quotations of some lead- ing styles of cotton goods. The general feeting of the jobbing and retail trade is oneof caution, and commission agente to show mote disposition to sell. Stocks, , continue extremely light, and until the production has been largely increased, it would seem unlikely that prices can permanently decline to any im- portant extent.—. ¥.
