THE BEGISTRY OF DEEDS. We are glad to see that the Board of Alder- men have passed a bill making an appropri- ation for the proper indexing of deeds at the Register’s office, and hope the lower board will promptly give their assent to the meas- | | | | | ure. The present condition of the indexes is | exceedingly discreditable to the cities of Wash- ington and Georgetown and the county. It | really seems as if they had been kept in their presen! imperfect mutilated condition for the sole benefit of the lawyers, throwing the whole work of searching for even the plainest title into their hands, for it is notorious that none but a legal expert and an experienced real es- tate lawyer at that, can pick his way through the present records. To all others they are a sealed book, a fact «pecially onerous to the poor man, who paying $100 for a lot, is obliged togive a quarter as much more, or #25, toa lawyer to ascertain if the title is good. ‘We paid a visit to the Register’s office lately, and while there, Mr. Hall, the new Register— who seems disposed to institute a radical reform in the working of the office generally, for the benefit of the public—called our atten. tion to the condition of these indexes, and we voon began to appreciate how it is that the work of prosecuting searches of title is one of such tedious circumloc — The present in- | dexes are generally copies of old indexes, which were very imperfect, as all examiners are well aware. Nearly all of the present indexes are in a worn and dilapidated condi- tion. Parts of letters, and even entire letters, are missiag, having been lost or never inserted, and all of them are more or less torn and ob- Mterated. There is no regular index referring to liber and folio, from about July, 1552, to March 1, 1563. In brief, the indexés are in such condition that if they are not replaced by anew set, the examination of titles, or to find a deed wi'l soon be almost impracticable; and as above shown, in order that the new ones should be entirely correct they must be made directly from the original records, throwing aside entirely the present indexes or the older ones upon which they were based as being alike detective and thus calculated to mislead. And in order that the examination of titles and searches for deeds may be turther facilitated it is desirable that the squares and Jots should be designated in the new indexes as is not the case in the present indexes. With a set of perfect indexes thus prepared directly from the liber, and with proper desig- Ration of square and lot, it would not be difi- cult for any man of ordinary intelligence to make his own searches in all ordinary cases of title. The co-operation of Georgetown and the Levy Court will of course be requisite, and it is not Goubted that they will accord it readily, so ap- parent is the necessity for the work. A member of the 24th U.S. colored regiment was shot in the cars near Havre de Grace. The regiment has just passed up Chestnut street with the as- sassin under guard. Burglars secreted in White's Depot, strangled acolored man, aged 40 years, to death witha rope, at 6 o'clock this morning, while he was opening the store. The burglars took from him the keys of the safe and plundered it of $2,500 in notes. The Russian Telegraph. New York, Oct. 7.—A telegram received from Fort St. James, on Frazier river, British Columbia, announces the completion of the tel- egrapb line to that point. y are rapidly pusbing on towards Stuart's Lake. Eaton, Assistant Commissioner of Freedmen for the District of Washington, is making preparations to restore to the original owners alarge amount of property, situated in Alexandria, Va. and the counties adjacent thereto. F. P. Blair. The trial was resumed this morning, and after the reading of proceedings of yesterday, which occupied the tame until near noon, the court was ordered to be cleared, and after de- liberating until 1:15 the doors were re-opened. Capt. C. M. Selph recalled for the defense.— Witness saperintended the distribution of goods sent to Richmond. The clothing, &c., sent by the Sanitary Commission and Govern- ment were entrusted to Federal officers for dis- tribution. On one occasion the boxes had been broken open and again boxed up. Mr. Baker here stated that he had no other witness fully ready to-day, and as he had but four or five witnesses who had been here for any length of time important to him, he would ask that the Court grant him some time to sift them He bad endeavored to sift the witnesses here, and had discharged some of them. If this was granted he would be able to close the examination of witnesses. If they (the coun- sel) had to stumble along as they had done this week, they could not get through with the case. He would ask until Thursday next. Colonel Chipman would leaye the matter entirely with the Court. The Court—The chief reason for granting a recess is whether it will hasten the termination of the case. Mr. Baker said if the recess was granted the defence would close in a week. The Court agreed to take a recess until Thursday. Col. Chipman said some of the subprnas for rebel functionaries had been issned inadver- tently, but he had reyoked them. The sub- peenas were for Gen. Lee, Mallory, Seddon, Surgeon General Moore and others. He had done this on his own responsibility, without consulting with others. He Proposed to give his reason now, that the counsel might take such measures as they saw fit. Col. Chipman read from various authorities, Johnson, Starkie, and others. that a party m the same indictment cannot be made witnesses for a co-defendant. There is not one of the wit- nesses of the kind who could on his roire dotr say otherwise than he had committed treason, and on the witness stand they would be obliged to convict themselves. He contended that such men should not be allowed to tesufy while they were not pardoned. Mr. Baker stated that he had no use for them now, as the trial had goneso far. He had Cobb summoned to testify that he never made any remarks as to killing the Union prisoners; Gen. Brown as to the true state of affairs of Georgia: by Gen. Lee that he had to leave his command and beg the people to send provisions to keep the army from starving: by Gen. Johnson chat hus army were in want. Mr. Baker said he understood Lee's subpoena Was stopped transitu; that those for Cobb and others were also stopped. Mr. Ould had been here for two weeks waiting on the Court but he had been discharged without his knowl- edge. He thought that the Judge Adyocate might have informed him at the time. An- other of his witnesses (Duncan) was here, and was arrested. When he (Mr. B.) came to ask for him, he was told that the man was a pri- soner, Mr. Baker argued that these parties were not convicted: that the Judge Advocate had brought these very prisoners here, and he now desired to add to the list called by the prosecution men of the same class. Mr. ker would ask that Duncan be placed so that the defense may make use of him as a witness. Col. Chipman said that he was alone respon - sible for his acts, and acting on whathe deemed wise discretion he had revoked these subpernas when he ascertained that they were asked for for other purposes than those indicated by the counsel. In regard to Duncan there was evi- dence against him. In regard to the others they were alJ in some way guilty. Either of these parties could be evidence against the prisoner but not for him . Mr. Baker asked how Col. Chandler cou!d be called to testify against the accused but another one of the same class could not. Colonel Chipman said that the law allowed dent this morning. and urged the removal of Gen. Palmer with much earnestness. The President, it is understood, has referred the whole matter to Gen. Thomas for investiga- tion, and declines to interfere until Gen. Taomas makes a report upon the same. LAND OFFICE Returns just received by the General Land Office show that about twenty-eight thousand acres of land were taken up for actual settle- ment at Boonville, Missouri, last month. Be- sides cash sales other sales amounting to near three thousand dollars were made, over one thousand acres bringing $2.50 per acre. NATIONAL DEPOSITORIES ‘The National Bank of Raleigh, N. C., and the Second National Bank of Baltimore, Md., have been designated by the Secretary of the Treasury as depositories of public monies. PENSIONERS. Up to the first of the present month, there were 97,375 pensioners on the books of the Pension Office. This probably does not include one-half of those whose claims for pensions will hereafter be favorably considered by the office. CONSULS RECOGNIZED. The Secretary of State has just officially recognized the following named Consuls from Hayti:—George F. Usher, at New York: albert Emerson, at Bangor, Maine; and B. B. Clark. at Boston, Massachueetts. FREEDMEN'’S BUREAU Capt. J. M. Brown, A. Q. M. has been placed in charge of the building occupied by the Freedmen’s Bureau, with authority to es- tablish such police regulations and other rules as he may deem necessary for the proper pro- tection and government of the same. VIRGINIA AND TENNESSEE RAILROAD. The Virginia and Tennessee Railroad be- tween Lynchburg and Bristol has been re- opened. and the cars are now running on reg- ular time, making regular connections with all the railroads running North and South from the latter point. The complainants are Dennis Burne, Richard Skinner, ‘m. T. Riley, and W. L. Williams. The party arrested was taken be- fore Justice , When it appeared that Orr has been engaged in the pure’ ot Govern- ment horses, and has a stable to keep his horses in. The stolen animals were put in his charge by the others arrested, except Larkins. Orr was committed in two cases for receiving the stolen animals. Gallagher, Croto and Quina were also committed to jail for grand larceny. Paxton and Winckleman were held to bail tor court on the same c! and Larkins was dismissed. Business of all kinds is entirely suspended, stores and offices closed, and one-half of the population of the city have left town. Many milies are happy to obtain a tent or hut in the country. All operations at the Exchange have ceased, and since the ist instant I have myself been unable to negotiate a small draft on London.
