The negroes had become by their newly-acqaired liberty; were too apt to confonnd it with hcentioasness; and to adopt the idea that freedom means exemption from labor. The South would take up the subject in good faith. carry out the policy of the Gov- ernment, and hope for the best; and none should more readily rejoice at the emancipation of the slave, if it should prove a succesefal measure, than the people of the South. The thraldom of the slave was more irksome to the master, and indeed the emancipation of the stave was in truth that of the master from ob- ligations which he feared have been too little understood by those who had madea against slavery. He would dare to say that, as South Carclina had gone into the rebellion with more zeal and unanimity, there would be more discontent there; but he thought they did her injustice. The people of South Carolina were sincere in their notions of constitutional right; had mace great sacrifices therefor. They were de- feated and conquered; the North was too strong for them, that was all. “But,” continued he, ‘the same good faith seat eutmaied nee in the contest will not be found wanting in any pledge they ma: of support to the Government.
