Conway. We understand that there can beno doubtof the entire loyalty of the purpose of these gentlemen im resuming th«ir allegiance to the United States Government, The exceptions in President Johnson’s am- mesty proclamation were evidently designed but to secure thorough loyalty in the restored Southern States governments: not fd get ven- geance out of any man or class of men. The genera! public interest requires imperatively that the iate secession leaders, confederate: state and county, shail be debarred from op- portunities to re-establish their ascendency | ver the southern popular mind. The excep- tions above referred ‘o are simply to secure that desirable state of things past per advyen- ture. There can be no doubt that they wily prove amply sufficient for the purpose. Nor can there beany doubt that in the end the number of persons in the South who must be permanently distranchired, if not banished, ‘Will be found much less than was anticipateda few weeks since. We must hereafter live with the people of the South as equals under the government of the United States. Otherwise, the whole theory, principle and Practice of our political system must be changed and the Republic come to an end, North and South. Our Guverument, as it was in spirit before the rebellion, cannot be main- tained st the North, unless it is also main- tained at the South. That is: we cannot have a free republican government in one section nd a military despotism in the other section, for apy considerable length of time. Any statesnien whe essay such an experiment wil] be voted out o* office on the first occasion in which the people can get at them through the | ballot-box. Notwithstanding the herculean efforts of the extreme politicians to organize popular sentiment against the views of Presi- dent Johnson upon this enbdject, as developed in his appointment of provisional governors and in his State papers on the question of State reorganization, they are making no headway whatever: as, upon no other ques- tion does there exist so great unanimity of American publie opinion just now, as in favor of permitting the loyal voters of the States lately in rebellion to manage their own affairs as completely a; such affairs are man- aged by the people of the severa! States north ef the Potomac, provided they are managed upon the terms of republicanism and loyalty Tequired by the Uonstitution of the United States. In their unsettled state it is the duty ef the President to see that these terms are respected to the letter, and he is firmly and | successfully discharging that simple duty: While with equal firmness he ia discharging the equally imperative duty of securing to al! truly loyal citizens of the South the complete restoration of ail their rights as citizens of the United States, now almost as clearly threat ened by public meetirgs in Boston ana csse! where, &s of late by the oligarchy, which has been so happlily overthrown by force of arms APPLICATIONS FOR PARDON. There were but nine applications for pardon under the President's late proclamation filed yesterday, among whom was the rebel General Du Bose, of Georgia. The President has granted the application of | Gen. Wil'iam Wickham, of Virginia, onthe | recommendation of John Minor Botts, and the application of Joshra Hill, of Georgia, for- merly s member of the U.S. Honse of Repre- sentatives. At noon to-day the sale of steamers at the Navy Yard attracted quite a large crowd of merchants and steamboat men, among them representatives from nearly every principa) seaboard city in the Union. The sale was by Messrs. W.L. Wali & Co., auctioneers, and the bidding was very spirited, the sale occu- pying but little over one hoar. ‘The yessels were offered in the following order:—Baltimore, (steamboat,) formerly of the Aquia Creexk line, and used since tne war as an ordnance boat, sold for #16,000 to Mr. Thos. Clyde, of Philadelphia. She is, we un- derstand, to be puton the line between this city and Baltimore, and will ran in conjunc- tion with the Columbia. The Watch, single engine propeller, to Mr. Robert Lebr, of Baltimore. for $2,600, and Teaser, which is the same class vessel, which was ceptared the first year of the war inthe ka: abannock, was sold to J. Bigler, of New fork, for #2.5C0. The Resolute, a double engime propeller, of about the same size. to T. J. Southard, of Richmond, Maine, for $6 500. The Juniper, (propeller,) Putnam, Cactus, J.N. Seymour and Cur de Lion, sidewheel propellers, were in the list to be sold, and there were parties in the crowd who had fixed the prices they intended to bid; but this morning ap order was received from the Department to transter them to the Light-House Board, and consequently they were withdrawn. Parties whe have taken a prominent partin the rebellion, who desire to take the oath of allegiance for the purpose of making special application for pardon, will, in the future, it is understood, be required to take the oath in the districts where they reside, instead of coming to this city,as some have been doing heretofore, to subscribe to the oath. THE VETERAN RESERVE Corps. A large number of men are now availing themeelyes of the benefits of the order direct- mg the discharge of all men of the Veteran Reserve Corps who are entitled to discharge by reason of the regiments trom which they were transferred being mustered out. The 18th regiment alone will lose about 300 men. Fellows’ Hall py the Band of the Baltimore £ Hazeas Conrvus Case.—Yestorday Judge Fisher had before him @ case of hebeas corpus, the petitioner being Jane Haveman Plumsill, who petitions for the custody of oneof the children, a boy of nine years of age Mrs. Ploumsill a few weeks ago obtained a decree of divorce from the bonds of matrimony with Stephen B. Plumsill, which also gave Ber the custody of the children, but this child has lived with the respondent's father for some time past, and has not been in the custody of the : mother, hence she now petitions that the child may be turned over to her in accordance with decree, and it was producedin Vourt. The decree of divorce was made on the ground of Plumsill applies Herel adultery, and the respondent in his answer, charges that the pe - utioner is not a proper person to have posses- sion of the child, and charges that she has been living in adultery. After hearing the staie- ments of the counsel—Mr. Phillips for the pe. titioner and Mr. Norris for the respondent— the Judge was about to order the child into the custody of the petitioner, when he ren into the street, vowing that he would never go to bis mother. He was however brought back, and he hung closely to the Judge begging bim to allow him to remain with his grand father. Many of the spectators were affected to tears, and after further? argument the final decision was withheld. and he hoped the sum would be increased by those in attendance. \ Mr. Martin leaves the city this morning by wak of Charlottesville, to look into the condi- tion of the country, returning home by way of Alexandria. While in Washington he will have an interview with President Johnson on the subject of the confiscation of property in the South, the uncertainty on which point Is stagnating improvement enterprise in the Southern States late in rebellion. Between four and five o'clock Wednesday a‘ternoon, as the steamer City Point, Captain Talbot, was coming up the river to this port, and, wher opposite Drewry’s Bluff, a tug was descried ashes, towing a number of barges loaded with soldiers attached to the Engineer Corps, employed in removing the obstractions from the river. The tug sees are S Gan steamer’s course, exposing barges toa smashing collision. The City Point ploughed right into the midst of them, striking one (No. 12) fairand square, and cutting her completely in twain. Those aboard jumped into the water. Boats put out from the shore and aJl hands were taken up alive The Huilletin says that the Richmond and Fredericksburg Railroad Company expects to have complete connection with ‘ashington on Monday next. A fine line of steamers has been placed upon the Potomac, and the old and fayorite line will thus soon be reopened tothe public.
