The loyal people of New York recognize the factthat upon all who haye encouraged this rebellion or ex- tenuated its guilt; upon all who have connived ‘At the villainies of the Golden Circle, or be- sought, in the interest of the rebels, foreign in- tervention; upon all who have betrayed the true-hearted supporters of the Government Tests the resp bility of haying prolonged the war, with its fearful waste of blood and treasure, and of haying encouraged the fiendish Spirit which reyenges itseif for defeatin the field by raids on the border, piracies by sea, darson inour cities,and now by as- ations at the national capital. We feel assured that, knowing as you do, by personal ebservation in your own home, the: infernal spirit of this rebellion, you will never Feinvest its chief agents with a political con- trol in the States which they have ruined; that you will neyer permit our loyal countrymen of the South, nor the new class of citizens cre- ted by this war, whose fidelity and courage have assisted so prominently to crush the re- Dellion, to be punished by subjugation to the ‘very traitors from whose unexampled treason they haye saved thecourntry. The President replied as follows : Genuemen:—In reply to you, and through you, to the organization which you represent, 4d can only sey, as I have said to others, that your encouragement is peculiarly appropriate at this time. 1 have been thrown into the po- sition I now occupy by circumstances that you are all familiar with. There has been a great deal done; there is a great deal to do ofa com- plex and difficult character. The circum- Stances which have occurred are saddening to ‘us all, and no one appreciates them more deep- ly than I do. But just the other day our Presi- dent was in the midet of life and the confidence of his countrymen; now he has been removed to that bourne from whence no traveler returns. Under these circumstances I am called to oc- cupy 8 post of peculiar peril. When we look at the past, and then turn and try to under- stand the future, we see how much I need the encouragement which you tender in behalf of those you represent; and if I know myself I am profoundly grateful for it, and return you my hearty thanks. you have referred to my past historyand my connection with this rebellion. In reference to that I can only say that the policy which I have indicated heretofore will be my guide in the tuture. The idea that justice shall be ebserved is one which hae strongly impressed me, and I must be permitted to remark that the time has come when the nature of crime should ‘be understood in this country, and that, too, by the great mass of the people. We have defini- tions of crimes in the law books, and penalties are affixed tothem, We know that perjury is a crime, that arson isacrime. We Know, too, that murder is acrime. All these are crimes, and have penalties affixed. When we look at the present murder, the present assassination, And trace it back to its source, no one can be tetera as to the spirit from which it ema- nated. There is no one but would say, in reference to the individual who has perpetrated this in- famous, this diabelical, this barbarous act, that he must suffer the penalty annexed to the offense. Then, it you would say this, that the assassin ofa single individual, the murderer of a single man, must suffer the penalty of death. what should be inflictedon him who tries to assassinate a nation, and take away its fife: We must consider the nature of the crime and the demands of justice, and not the misery, woe or ruin of the individaal who is guilty. We must look at it in the exercise and carrying outof stern, inflexible justice. The zime Das come for us to understand that trea- son isa crime, the highest of crimes; in other words, thatall erimes are submerged in trea- son. and he who has committed treason has conimitted all crimes. Please accept my thanks, gentlemen, for the encouragement you have given me, and theaid you offer. Though the task may be difficult, I appreciate it, witnan honest and sincere reli- ance on that Power whose guidance in this struggle isso manifest to_us all. Noone can doubt that an overruling Providence has con- trolled the destinies of this country. We may talk of the ability of men, but the progress of this rebellion has shown that they are only in- struments in the hands of God. IfI know the bonest impulses of my heart, when the time comes to act upon measures that come before me, thongh I may uot have the same ability and talent a8 some, if a hearty obedience to conscientious conyiction is worth anything in the administration of the Government, you shall have it. Morris. There were captured on it at the same time four men, one one of whom claimed to be arebel deserter; 8 Prussian, named Goldstein, and two others, Myers and Beasley. There was tound with the party and in the trunks draftsand Western Vireinia coupons, valued at several thousand dollars. ——___ MonNUMENT TO ABRAHAM LINCOLN —The public feeling of veneration for the character of the martyred dead is expressing itself in the form of a desire to raise a public monument to his name in this city. Among the numerous offers to contribute to that end is a generous one by pause terse & Bro, 7th street, who propose give $500 towards any fund for the erection of & monu- ment to Abraham Lincoln in the city of Wash- ington. —— InquzsT.—Yesterday morning, Coroner Woodward held an inquest at a wagon park, near the Eastern Branch, on the body of John Jones, one of the colored teamsters, who died on the previous day at his wagon very sud- denly. The evidence before the jury wasto the effect that he received his dinner as usual at noon, and went to his wagon, not being seen again until about five o'clock, when he was found in a dying condition. The jury returned &@ verdict of death from causes unknown, ESS RSE Fatsk SWEARING.—Mary Biersack was held te bail for court yesterday by Justice Miller for falsely and maliciously swearing that Margaret Gruber tore down the drapery from the front of Mr. Wigger’s house, on D, near 13th street. The Justice says he has seen enough to convince him that much of the troubles between women in his judicial dis- trict grows out of revengeful feeling and false swearing, and has determined to try to put a stop to it.
